MOTION: It was m/s by Brown/Narum to accept Alternative 3. Motion failed by the following vote: <br /> AYES: Councilmembers Brown, Mayor Thorne <br /> NOES: Councilmembers Cook-Kallio, Narum, Pentin <br /> ABSENT: None <br /> Councilmember Cook-Kallio said she could support Alternative 2, with the additional direction to staff <br /> they explore opportunities to immediately address some of the issues surrounding equity in education <br /> in this community. <br /> After some Council discussion on how this varied from Alternative 3, Mr. Fialho explained that <br /> Alternative 2 requires that all funds go into an affordable type activity whereas Alternative 3 reserves <br /> the flexibility to use some of the funds for either affordable housing or another discretionary purpose. <br /> He suggested that Alternative 3 could be modified to address a proposal that might be submitted by the <br /> school district for the Council's consideration. He noted that staff has asked the district to put their <br /> thoughts in writing, because there is a concern that these ideas are not yet well formed, and that the <br /> city would respond. If the district were to submit something substantive that the Council wished to <br /> entertain, Alternative 3 would provide that ability. <br /> Councilmember Cook-Kallio then asked if she modify Alternative 3 to designate an amount to be <br /> determined based on proposals received from the school district as well as to reserve funds for any <br /> kind of library purposes that may serve the disadvantaged. She stressed that her primary intent is to <br /> use this money to help to actually help those in need, and to do so immediately rather than in the <br /> distant future. <br /> Mr. Fialho stressed that staff crafted Alternative 3 to ensure that the Council had the benefit of <br /> considering all of its priorities before programming the funds. He suggested that her motion could <br /> include direction to staff to work aggressively with the school district to submit a proposal, which staff <br /> will then evaluate and give deference to based on the action taken tonight. He noted that there other <br /> programming options including a community farm proposal at Lion's Wayside Park which would <br /> address activities for disadvantaged youth. He cautioned that being too specific now could preclude <br /> those as options and urged her not to deviate from the Council's financial practices by earmarking <br /> funds without the benefit of understanding what all of the city's priorities are. <br /> Councilmember Narum asked and Mr. Fialho confirmed that funding for these types of programs could <br /> come from either the $3.4 million pot or the LIHF. Mr. Fialho added that money could also be taken <br /> from the General Fund or a number of other sources depending on how effective the program is. <br /> Vice-Mayor Pentin stressed that while he is certainly not opposed to supporting Pleasanton's education <br /> system, he did not come here to advocate for any one particular cause because that is the purpose of <br /> this action. He concurred with the Mayor that however this money is eventually divvied up, he has no <br /> desire to make any decisions about that tonight. <br /> Councilmember Cook-Kallio reiterated that the issue is very important to her and, while she appreciates <br /> their comments, her limited time on the Council instills a greater sense of urgency in her than the rest of <br /> the Council may feel. <br /> MOTION: It was moved by Cook-Kallio to accept Alternative 3, with direction to staff to work <br /> aggressively with the school district to submit a proposal as described. Motion died for lack of a <br /> second. <br /> MOTION: It was moved by Pentin to accept Alternative 3, amended to allocate $2.25 million to <br /> the LIHF and the remaining $2.25 million to a special fund for a one time operating program or <br /> capital project.
