BACKGROUND <br /> The City of Pleasanton recognizes the potential critical role recycled water could have in <br /> providing a reliable and locally controlled water supply to irrigation customers, and in <br /> meeting the City's water conservation goals as mandated by California's Water <br /> Conservation Act of 2009 (20% per capita reduction by the year 2020). In June 2010, <br /> the City Council approved a Recycled Water Surcharge Fee in conjunction with a water <br /> rate increase to support the development of the City's Recycled Water Program. In <br /> August 2011, City Council authorized staff to enter into financial and legal commitments <br /> securing grant funding to support the costs associated with conducting the City of <br /> Pleasanton's Recycled Water Feasibility Study (RWFS). The City of Pleasanton began <br /> RWFS preparation in December 2011 and on November 5, 2013, City Council approved <br /> the RWFS and authorized staff to commence with the CEQA and NEPA environmental <br /> review process. On this same date, Council also authorized staff to seek applicable <br /> loans and grants to fund the design and construction of the required recycled water <br /> infrastructure. <br /> After evaluating options available to complete the planning and design necessary to <br /> implement the Recycled Water Project, it was determined that an experienced project <br /> manager was necessary to work with City Staff to advance the project. On June 17, <br /> 2014, City Council authorized a professional services agreement with Dave Requa to <br /> act as project manager to provide a broad range of planning and engineering services <br /> for the project. <br /> The City is now ready to begin the design of the infrastructure necessary to deliver <br /> recycled water to the area designated as Phase 1A in the RWFS and staff has <br /> established a goal of supplying recycled water for irrigation of the Ken Mercer Sports <br /> Park by June 21, 2015 — the first day of summer 2015. To accomplish this work, it is <br /> now time to hire an engineering consultant capable of designing the operational system <br /> and preparing the construction bid documents necessary to competitively bid the <br /> project. <br /> DISCUSSION <br /> The recommended professional services agreement with RMC Water and Environment <br /> includes preparing the detailed plans, bid specifications, and all necessary permitting <br /> documents, required to conduct a public construction bid and construct the Phase 1 <br /> Recycled Water Infrastructure Project. The consultant's work includes: <br /> . Performing system modeling, operation planning and designing <br /> • Conducting required topographic and utility surveys and geotechnical investigation <br /> . Permitting, engineering design and construction bid assistance <br /> • Analysis of City and DSRSD and Livermore regarding water supplies <br /> • Preparation of the Title 22 Engineer's Report required by the Department of Public <br /> Health regarding use of recycled water <br /> • Development of alternatives for crossing the Arroyo Mocho <br /> • Project management including monitoring project activities, schedule and budget <br /> Page 2 of 3 <br />
