BACKGROUND <br /> On July 15, 2014, the City Council approved the formation of a nine member Alviso <br /> Adobe Community Park Task Force comprised of one representative from Parks and <br /> Recreation Commission, Civic Arts Commission, Youth Commission, Bike, Pedestrian <br /> and Trails Committee, Pleasanton Unified School District (preferably a teacher), <br /> Museum on Main, Friends of the Alviso Adobe and two Community at-large members <br /> (one of which should reside in the neighborhoods adjacent to the Park). The City <br /> Council provided direction to integrate the Castleridge and Austin properties into the <br /> planning process, and to explore the potential for interim access to the Castleridge open <br /> space, assuming objectives associated with a variety of impacts are met. In addition, <br /> Council stated that the process is expected to be completed within twelve months. <br /> DISCUSSION <br /> The planning process is intended to provide guidance and direction for the future of the <br /> Alviso Adobe Community Park and its programming. A clear vision and mission for the <br /> Park will help determine whether the Park is currently being fully utilized and if not, <br /> identify resource requirements and availability of these resources to increase utilization. <br /> The final product at the conclusion of the process is the development of vision and <br /> mission statements, as well as a strategic plan with short- and long-term goals related <br /> to facility improvements, program enhancements, potential expansions and other <br /> matters to address the desired vision and mission for the facility. The Task Force will <br /> also integrate the Castleridge and Austin properties in the planning process. A City <br /> team will be created to explore with East Bay Regional Parks District representatives <br /> the potential for developing interim access to the Castleridge open space. The elements <br /> of a negotiated partnership will be shared with the Task Force prior to presentation to <br /> the City Council. Issues covered in a negotiated document may include but are not <br /> limited to, interim staging and circulation improvements at the Alviso Adobe Community <br /> Park, funding, neighborhood impacts, trail access, public safety, as well as short- and <br /> long-term commitments to fund, design and construct the Garms Staging Area in <br /> northwest Pleasanton within a reasonable and predictable timeframe. <br /> Staff recommends utilizing professional services to facilitate the Alviso Adobe planning <br /> process. Proposals from three firms were received and reviewed by the team, <br /> comprised of Julie Yuan-Miu, Assistant City Manager, Susan Andrade-Wax, Community <br /> Services Director and Michele Crose, Community Services Manager. In addition, staff <br /> interviewed each firm at the site, as needed, to introduce them to the facility. <br /> Management Partners, founded with the specific mission of helping local government <br /> leaders improve their service to the public, is recommended by staff to facilitate the <br /> Task Force process. The team will be headed by Jan Perkins, former City Manager of <br /> Fremont. <br /> The planning process will incorporate two key components — data analysis and input <br /> from interested stakeholders. The data analysis portion will involve an environmental <br /> scan incorporating financial data, utilization analysis of existing programming, service <br /> demand drivers, existing and potential partnerships, and other information and <br /> benchmarks as necessary. Input from interested parties will be obtained through online <br /> surveys and community stakeholders' meetings. Both data and input will be presented <br /> to the Task Force. Staff anticipates completing the process within a total of three to four <br /> meetings. The first Task Force meeting will be scheduled in fall 2014. <br /> Page 2 of 3 <br />
