A project for the Alviso Adobe is on that work <br /> plan and, unless further action is taken, I believe it is scheduled to move forward soon. I am certainly <br /> pleased to know that will likely happen and thank you for your past support. <br /> Last Wednesday the Planning Commission approved the Application for a Development Agreement <br /> to vest the development approvals of the Austin Property for a ten-year period from 2014 to 2024 <br /> with a five year option. According to the report, the approved project (PUD-58) will subdivide the <br /> property into 8 custom home lots, transfer 4 parcels to the property owners on Jorgenson Lane and <br /> dedicate 22 acres to the City as permanent open space. This Development Agreement, if approved <br /> by Council, outlines the dedication of the 22 acre open space parcel to the City concurrently with the <br /> execution of the Development Agreement. It is noted in the staff report that the plan preserves the <br /> open area in perpetuity and presents the opportunity to augment Alviso Adobe Park site. <br /> Ordinance 1942 approving the application for PUD rezoning and development plan approval for the <br /> Austin Property provides 31 Project-Specific Conditions of Approval. Number 4 includes the <br /> requirement that any future use of the open space area dedicated to the City is subject to City review <br /> including the Trails Ad Hoc Committee and the Parks and Recreation Commission. Other project- <br /> specific conditions refer to items that would enhance use of the Adobe Park. <br /> Recently East Bay Regional Park District acquired Castleridge Property. That property has an old <br /> service road that provides opportunity for a public regional trail from Foothill Road to the Ridgeline <br /> Trail. However, at this time, the District does not have access to their property nor do they have <br /> space for parking. Access to the trail requires access across the now Austin Property, likely, in the <br /> near future, City property. The District seeks City cooperation in providing access and space for <br /> parking. <br /> During the planning for the Alviso Adobe Community Park it was clear that at some time in the future <br /> the open space planned for the Austin Property would be dedicated to the City. Those involved in <br /> planning for the Adobe understood that some time in the future the Austin Property could address the <br /> parking shortfall of the Adobe plus open the door to a variety of programming options. <br /> I am sympathetic with the District's desire to open their new acquisition to the public. My sympathy is <br /> somewhat tempered by the fact the District has not moved forward with the development of the major <br /> regional North Ridgelands staging area planned for the Garms site, property they have owned <br /> for 15 years or more. The site will provide multi-use accommodations, parking for 75 vehicles, a <br /> picnic area, rest rooms plus have excellent direct access at the intersection of W. Las Positas/Foothill <br /> Road. It is my understanding the project received no funds this year. <br /> 1 <br />
