Old Vineyard Avenue and the access and egress at the proposed Vineyard <br /> Avenue intersections. It was determined that the intersection design and <br /> capacity was sufficient to support the existing and proposed residential homes <br /> and other land uses along the Vineyard Corridor. Upon opening of the new <br /> Vineyard Avenue alignment, Traffic Engineering staff measured existing sight <br /> distance, roadway speeds, and drivers' ability to find acceptable gaps in traffic to <br /> access Vineyard Avenue. Sufficient sight distance and acceptable gaps in traffic <br /> exist to safely enter/exit Vineyard Avenue from Safreno Way. A review of traffic <br /> collision history from the time of the roadway opening in 2006 through March 1, <br /> 2014 reflects that zero accidents have been recorded at the intersection, with the <br /> nearest accident occurring 288 feet west of the intersection (12/25/06 where a <br /> vehicle ran off the road at 10:00 PM hitting a fixed object). <br /> Traffic Engineering staff will continue to monitor this location to ensure that <br /> landscaping does not limit sight distance and will continue to measure vehicle <br /> speeds and traffic volumes and review traffic collisions. Should volumes <br /> increase or collisions occur, the City will consider the installation of a traffic signal <br /> or other improvements available that could address issues related to access. <br /> Traffic Engineering staff has requested the trimming of the trees and the other <br /> landscaping to provide additional sight distance. <br /> Even with these comments from Traffic Engineering some residents of the area <br /> remained concerned about the closing the section of Old Vineyard from Mingoia/Heinz <br /> to Machado Place. At the meeting, however, one resident stated the future road closure <br /> was disclosed at the time of home purchase so the home owner was expecting the road <br /> closure and trail construction. In fact, this home owner is glad that it is "finally <br /> happening." Staff also heard a similar comment from a resident on Machado Place. <br /> On May 8, 2014, staff presented the 100% trail plan to the Parks and Recreation <br /> Commission as requested by the BPT Committee. The commission was supportive of <br /> constructing the trail project, excluding the trail segment between Mingoia/Heinz and <br /> Machado Place. The public and commission expressed a desire to have this trail <br /> segment reconsidered and designed to include vehicles with pedestrians and <br /> equestrians. Staff investigated this mixed trail use and described the findings in the <br /> October 21, 2008 City Council Staff Report, determining that a grove of existing walnut <br /> trees would need to be removed, which was not supported. <br /> Staff informed the public and commission that in order to alter the trail limits, an <br /> amendment to the Vineyard Avenue Specific Plan would need to be processed through <br /> the Planning Department. A resident filed an application for an amendment, but <br /> subsequently withdrew the application. It is not known why it was withdrawn. The <br /> public was also advised that another opportunity to express their comments and <br /> concerns would be at the City Council Meeting scheduled for July 15, 2014 when the <br /> project would be presented to the City Council recommending the construction contract <br /> award. <br /> Page 3 of 4 <br />
