BACKGROUND <br /> The City Council approved the Vineyard Avenue Specific Plan in 2003, with one of the <br /> specific items providing that the "Old" Vineyard Avenue roadway be converted to a <br /> shared multi-use trail. The improvements will consist of a 12- foot wide paved surface <br /> for pedestrians, bicycles, and utility, emergency, and maintenance vehicle access. The <br /> other side of the trail will consist of a 10-foot wide area for equestrians created by <br /> pulverizing the existing road. <br /> The limits of the Old Vineyard Trail as contemplated in the specific plan are from <br /> Shadow Cliffs Regional Recreation Area at the west end to Ruby Hills Trail Head at the <br /> east end. Construction has been divided into three phases due to funding. Phase 1 is <br /> the center section from Vineyard Terrace at the west end to Mingoia Street at the east <br /> end. Phase 2 limits are from the Shadow Cliffs Regional Recreation Area eastward to <br /> Vineyard Terrace. Phase 3 is from Mingoia Street/Heinz Ranch Road eastward to the <br /> Ruby Hills Trail Head. Funding was allocated for Phase 1 in the Capital Improvement <br /> Program in 2013/14. <br /> On August 26, 2013, staff presented the conceptual trail plan to the Bicycle, Pedestrian, <br /> and Trails (BPT) Committee. The purpose of the presentation was to re-introduce this <br /> project that had been in the planning stages for several years, and to let the committee <br /> know that construction design was beginning. Staff stated its desire to receive <br /> comments from the Committee regarding the design, and to receive public comments. <br /> One comment was to extend the easterly limits of phase 1 from Mingoia Street/Heinz <br /> Ranch Road to Machado Place if funding allowed. This was incorporated into the plans <br /> as an Additive Alternate Bid item to be recommended for award if the budget allowed. <br /> On December 16, 2013, staff presented 50% design drawings to the BPT Committee. <br /> At the meeting members of the public raised concern regarding the construction of the <br /> eastern part of the trail and the closure Old Vineyard Avenue from Mingoia/Heinz Ranch <br /> to Machado. They expressed concern that closing this section of roadway would <br /> require all traffic entering and exiting their housing development to use Vineyard <br /> Avenue at the intersection of Safreno Way. They wanted to have the option of using <br /> Safreno Way or Machado Place as it the current condition. The committee members <br /> expressed a desire to hear from Traffic Engineering regarding these concerns when the <br /> final plans were prepared. On April 14, 2014, a petition was received from the residents <br /> who live on the eastern end of the proposed trail project opposing closure of Old <br /> Vineyard Avenue to vehicular traffic between Mingoia/Heinz and Machado Place stating <br /> the same concerns expressed at the BPT Committee meeting. <br /> On April 28, 2014, staff presented the 100% plans to the BPT Committee. The plans as <br /> presented included converting Vineyard Avenue between Mingoia/Heinz and Machado <br /> Place to a trail as called out in the Specific Plan. The report and presentation included <br /> the following comment from the City's Traffic Engineer. <br /> As part of the Vineyard Avenue Specific Plan and the Update to the General <br /> Plan, the City of Pleasanton Traffic Engineering Division reviewed the closure of <br /> Page 2 of 4 <br />
