The project was advertised for construction bid in May 2014. The plans divided the <br /> work into two sections, the much larger section of the trail from Vineyard Terrace to <br /> Mingoia/Heinz as the Base Bid, and the plans also included the section of the trail from <br /> Mingoia/Heinz to Machado Place as an additive bid item to be awarded if construction <br /> funding allowed. The entire phase one of the project, including the base bid and the <br /> additive bid item, is consistent with the Vineyard Avenue Specific Plan. <br /> DISCUSSION <br /> Sealed bids for this project were opened on June 20, 2014. There were a total of five <br /> bids received ranging from $412,265 to $635,536.90 (base bid), compared with the <br /> engineer's estimate of $440,800 (see attachment). The bid documents identified the <br /> basis of award to be the lowest base bid. C. F. Archibald Paving, Inc., of Redwood City <br /> submitted the lowest base bid. Since all bid documents were found to be in order and <br /> past work performed by this contractor was verified to be satisfactory, staff recommends <br /> award of the construction contract to this firm. In addition, sufficient funds exist to <br /> award the Additive Alternate Bid No. 1, the additional work from Mingoia Street to <br /> Machado Place. Staff is recommending that Council award this work as well.
