July 15, 2014 Community Development Engineering Division TITLE: APPROVE PLANS AND SPECIFICATIONS, REVIEW BIDS AND AWARD CONSTRUCTION CONTRACT TO C.F. ARCHIBALD PAVING, INC. IN THE AMOUNT OF $499,640 FOR THE OLD VINEYARD AVENUE PEDESTRIAN TRAIL - PHASE 1 PROJECT, CIP NO. 135044 SUMMARY Bids have been received for Phase One of the Old Vineyard Avenue Pedestrian Trail project and staff is recommending award of the construction contract to the lowest responsible bidder, C. F. Archibald Paving, Inc., in the amount of $412,375. Staff is also recommending the award of the additive alternate bid item in the amount of $87,375. The total construction contract will is $499,640. The subject project consists of converting Old Vineyard Avenue between Vineyard Terrace and Machado Place into a Class 1 bicycle and equestrian trail. The improvements will include pulverizing the existing roadway, installing asphalt concrete overlay, constructing concrete improvements, and adding trail gates and signage. RECOMMENDATION 1. Approve plans and specifications for this project. 2. Review the bids received and award the construction contract for the project to C. F. Archibald Paving, Inc., of Redwood City, for a low Base Bid, and Additive Alternate Bid No. 1 total amount of$499,640. 3. Authorize the City Manager to enter into the project contract. 4. Authorize the Director of Community Development to approve and execute contract change order(s) for a contingency amount not-to-exceed $49,964 (10% of the contract) for unforeseen yet necessary related work. FINANCIAL STATEMENT The anticipated total expenditure for this project is $581,054 (see attached funding and expenditure summary, Attachment 3). The anticipated annual operation and maintenance cost for the new trails segment is $23,000. Funding for the construction is available in the 2013/14 Capital Improvement Program; CIP 135044-Old Vineyard Avenue Pedestrian Trail — Phase 1. The source of funding is Vineyard Avenue Specific Plan fees collected from the developers of the housing within the Specific Plan boundaries.
