ARCHIBALD PAVING, INC. IN THE <br /> AMOUNT OF $499,640 FOR THE OLD VINEYARD AVENUE PEDESTRIAN <br /> TRAIL - PHASE 1 PROJECT, CIP NO. 135044 <br /> SUMMARY <br /> Bids have been received for Phase One of the Old Vineyard Avenue Pedestrian Trail <br /> project and staff is recommending award of the construction contract to the lowest <br /> responsible bidder, C. F. Archibald Paving, Inc., in the amount of $412,375. Staff is <br /> also recommending the award of the additive alternate bid item in the amount of <br /> $87,375. The total construction contract will is $499,640. The subject project consists <br /> of converting Old Vineyard Avenue between Vineyard Terrace and Machado Place into <br /> a Class 1 bicycle and equestrian trail. The improvements will include pulverizing the <br /> existing roadway, installing asphalt concrete overlay, constructing concrete <br /> improvements, and adding trail gates and signage. <br /> RECOMMENDATION <br /> 1. Approve plans and specifications for this project. <br /> 2. Review the bids received and award the construction contract for the project to <br /> C. F. Archibald Paving, Inc., of Redwood City, for a low Base Bid, and Additive <br /> Alternate Bid No. 1 total amount of$499,640. <br /> 3. Authorize the City Manager to enter into the project contract. <br /> 4. Authorize the Director of Community Development to approve and execute <br /> contract change order(s) for a contingency amount not-to-exceed $49,964 (10% of <br /> the contract) for unforeseen yet necessary related work. <br /> FINANCIAL STATEMENT <br /> The anticipated total expenditure for this project is $581,054 (see attached funding and <br /> expenditure summary, Attachment 3). The anticipated annual operation and <br /> maintenance cost for the new trails segment is $23,000. <br /> Funding for the construction is available in the 2013/14 Capital Improvement Program; <br /> CIP 135044-Old Vineyard Avenue Pedestrian Trail — Phase 1. The source of funding is <br /> Vineyard Avenue Specific Plan fees collected from the developers of the housing within <br /> the Specific Plan boundaries. <br />
