neighbors are concerned about the impacts that accompany increased use, and that recent developments with the Castleridge property could aggravate these concerns further. She said she would like to see the workplan amended in a way that allows these issues to be addressed. She said she was delighted to see that the implementation of Stoneridge Drive is complete and that they are moving ahead with design work for the Recycled Water Master Plan. She noted that while the Historic Preservation Guidelines project is identified as complete, there are still several issues requiring the Council's attention. With regards to the Energy Efficient Street Light LED Replacement project, she reported receiving several emails expressing concern that the replacement lights are not bright enough. Mr. Fialho explained that the LED lamps are more directional in nature and tend to create less spill. Staff has also received some complaints and, where practical, adjusted the light volume or spread. Vice-Mayor Pentin said it seemed to him that the idea of a Library and Civic Center Master Plan has been discussed for the 23 years he has served the city and agreed that it is time to move forward. He agreed that an expanded look at the Alviso Adobe and the potential impacts of the Castleridge acquisition is warranted, but thought the next two year plan might be more appropriate. He said he would like to see the Bicycle and Pedestrian Master Plan, which is due for its five year update, added to the list of priorities. He also said he would like to see greater focus on Lions Wayside and Delucchi Parks. Mr. Fialho stated that staff intends to bring forward a work plan for the Alviso Adobe visioning and master plan process in July. This will include discussion on the timeline, task force composition and approaches to the update process. The Council will have an opportunity at that time to decide whether to focus narrowly on the Adobe to address existing concerns to expand the focus to include integration of the Austin and Castleridge properties into the plan. Councilmember Narum concurred with much of what was already described, particularly regarding the Alviso Adobe and Library and Civic Center Master Plan. She said he would like to continue the forward momentum with Bernal Park Phase II and items relative to the downtown, including Lions Wayside Park and Delucchi Park and updates to the Downtown Specific Plan and commercial district. She noted the Economic Vitality Committee recently completed its Asset and Strategic Plan and would likely be asking the Council to place some comprehensive recommendations on its priority list later this year. Councilmember Brown also concurred with comments regarding the Library and Civic Center Master Plan, Old Stanley Boulevard, the Alviso Adobe and the Historic Preservation Guidelines. She said she spoke with the City Manager about Lions Wayside Park and would like to challenge the Lions organization to help the city construct and new improved bandstand there. Mayor Thorne said he agreed with all of the Council's comments, which really focus on expediting rather than changing certain project. He said the Council is consistent in its desire to see something done with the Civic Center and Library, which requires a better understanding of the community's needs and desires and what kind of time frame can be expected. He agreed that a satellite location could be useful in the interim, again provided it does not interfere with the larger project. He agreed with the Vice-Mayor's comments regarding the Bicycle and Pedestrian Master Plan and supported a greater discussion on the Alviso Adobe next month. He also agreed with comments regarding Lions Wayside and Delucchi Parks but cautioned that a better understanding of the funding and resources it will require to accomplish some of these projects could really impact where things land on the overall list of priorities. Mr. Fialho added that staff is already working to bring forward a work plan to address the Civic Center and Library master plan effort in the fall. He explained that the issue is complex and has a variety of stakeholders and funding implications on both the operating and capital side. He summarized the Council's recommendation, which includes adding an update of the Bicycle and Pedestrian Master Plan to the work plan and to take up the issue of the Alviso Adobe master plan process in July.
