Review and consideration of Mid-Term City Council Work plan <br /> Mr. Fialho gave a brief presentation of the item. The Council's two year work plan, adopted last June, is <br /> intended to guide and communicate the Council's shared vision for the organization to the community <br /> and provide the City Manager with policy direction need to appropriately manage city resources. <br /> Projects within the plan are divided into broad categories including the Bernal property, city finances, <br /> economic development, youth programs, public safety and the provision of effective and efficient <br /> municipal services. It is always anticipated that the Council may, from time to time, update or modify the <br /> annual work plan based on new priorities. This is done on a mid-term basis, which also provides an <br /> opportunity to update the community on various projects. <br /> Looking forward to development of the next two year work plan, staff anticipates convening a Council <br /> workshop in the October/November timeframe in preparation for seating of the new Council member. <br /> The process will rely heavily on documents adopted over the last year and a half which speak to the <br /> city's priorities and included the Parks and Recreation Master Plan, Economic Development Strategic <br /> Plan, Bernal Park Master Plan, community services needs assessment and the General Plan. <br /> Mr. Fialho stated that staff is asking the Council to reaffirm or modify the work plan at this time. <br /> Mayor Thorne opened the item for public comment. <br /> Dolores Bengtson recapped several points from an email she sent to the Council. She encouraged the <br /> Council to amend the Alviso Adobe Community Park project to include use planning for the soon to be <br /> acquired 22 acres of open space within the Austin property. Upon approval of the pending <br /> Development Agreement, any uses of the open space will be subject to review by what is now the <br /> Bicycle, Pedestrian and Trails Committee and Parks and Recreation Commission. Previous planning <br /> discussions regarding the Alviso Adobe envisioned that this property could be used to address current <br /> shortfalls and expand programming. She reported that East Bay Regional Parks District recently <br /> purchased Castleridge land situation west of the Adobe that connects to the Pleasanton Ridge Trail. <br /> This property lacks a staging area and requires the Austin open space area for access. The issues of <br /> land use and programming potential warrant input from the surrounding neighborhood, who is likely <br /> unaware of recent developments and considerations related to the Castelridge site. She recommended <br /> that the Council amend the Alviso Adove project to include planning uses for the Austin open space, <br /> addressing requests of East Bay Regional Parks, and specifying the Bicycle, Pedestrian and Trails <br /> Committee as one of those responsible for oversight. <br /> Mayor Thorne closed public comment. <br /> Councilmember Cook-Kallio said she would like to see emphasis placed on the Library and Civic <br /> Center Master Plan. She acknowledged it would be a considerable investment in terms of time and <br /> money but also noted that the library is essentially too crowded to use now. She said she discussed the <br /> idea of a satellite library with the City Manager earlier this week, but would hate to see a temporary fix <br /> such as that delay the larger planning effort. She also asked that resurfacing of Old Stanley Boulevard <br /> be expedited to the extent possible, acknowledging that the city is waiting for funding from PG&E but <br /> also noting that the project has pushed back for nearly a decade and conditions there are unsafe. She <br /> agreed that the Alviso Adobe is underused and said that the community's vision for the kind of <br /> programming that would be available there has also been put off.
