Councilmember Cook-Kallio requested an update on the Old Stanley Boulevard project. Mr. Fialho explained that PG&E has provided a relatively firm target of August 2016 for the city to accumulate the credits needed to fund the undergrounding project. He noted that the resurfacing, sidewalk and landscaping improvements are all fully funded by the city so it really is just a matter of accumulating the credits required to use PG&E funding for the remainder of the project. As he has explained before, PG&E will not reimburse the city if it were to advance those funds in an effort to move the project forward sooner. Councilmember Cook-Kallio expressed frustration that PG&E continues to delay the award of credits and suggested that at some point the Council must ask whether waiting for that is really the best way to serve the community. Mr. Fialho acknowledged that this has been the case in past years, but that they now have a fairly accurate forecast that they will have accumulated sufficient credits come 2016. MATTERS INITIATED BY COUNCIL Mayor Thorne requested and the Council provided support for Ms. Steiner's idea regarding a water conservation workshop. Mr. Fialho advised that it would be a multi-jurisdictional effort involving Zone 7, DSRSD and the city of Livermore. Given that, staff would pose the question and encourage Zone 7 to host a workshop with the participation of all tri-valley retailers to allow for a more comprehensive discussion. Councilmember Brown noted that Zone 7 hosted a public forum two and half months before, which included representatives from each community, CaiWater and Zone 7. She reminded the public that they are also welcome to attend Zone 7 and DSRSD meetings to voice any concerns. COUNCIL REPORTS Councilmember Pentin reported that the Alameda County Waste Management Authority approved a Household Hazardous Waste fee at its most recent meeting. The fee had failed to gather the necessary votes at the prior meeting and a revote was called due to the absence of two members. While the fee did ultimately pass, the cities of Dublin, Livermore and Pleasanton maintained their "no" vote due to what as a generally poor process on the part of Stopwaste.org. He advised the organization's Executive Director Gary Wolff that any future ordinances or fees that might affect the residents of Pleasanton or other local jurisdictions should be presented to this and other Councils. He also stressed that his vote was not an indictment against the wonderful and much needed facilities and services supported by the fee, just the process. Mayor Thorne applauded him for his stance and concurred that it was a bad process. Councilmember Cook-Kallio said she had followed the process as well and was disappointed with Stopwaste.org's poor excuse, which was that they had not been invited to come before the Council. She thought it prudent to issue them a standing invitation. Councilmember Narum reported that the Mosquito Abatement District Board passed its budget, with no change to next year's assessment. She also reported the hire of another vector technician. Councilmember Cook-Kallio said she would attend the next meeting remotely, as she and twenty other teachers were invited to a dinner with Association Supreme Court Justice Sandra Day O'Connor.
