with information required for it to determine the appropriate project construction <br /> schedule and funding in view of other competing project priorities. <br /> The full scope of community dog park design concepts is broad ranging from simply a <br /> fenced natural turf (dirt) area to a more thoughtfully designed public facility with <br /> amenities for dog owners and dogs. Typical amenities include benches, picnic tables, <br /> shade structure, trees, water, pooper scooper station, waste containers, irrigation, and <br /> dog oriented play features. In addition, careful consideration is required to select the <br /> appropriate ground cover. While the public process will be used to determine the scope <br /> of design and amenities, staff anticipates that the park will lean more toward a <br /> thoughtfully planned area intended to meet a broad range of user needs, and as such, <br /> with the inclusion of the anticipated parking, project costs will be reflective of this level of <br /> design. Finally, as part of this process staff intends to work with the Commission to <br /> develop park usage guidelines that promote a meaningful and safe dog park <br /> experience. <br /> City Resolution <br /> As part of the site selection process, staff is recommending that the City Council <br /> approve a resolution (Attachment 1) indicating that it has determined that the placement <br /> of a dog park on sub-area 13 is a public use compatible with surrounding land uses. <br /> This action is recommended to address the fact that neither the Bemal Specific Plan nor <br /> Measure P include a specified dog park location. However, as noted above, sub-area <br /> 13 does provide for alternative uses provided the City Council determines that the <br /> intended use would be a public use suitable with surrounding land uses.
