After reviewing the three site options and considering public testimony, the Commission <br /> selected Site Option 1(A) based in part on its location, potential for segregated areas for <br /> large and small dogs, potential for additional parking, overall site interest, and the <br /> availability of water and use of existing benches. <br /> As part of its review, the Commission indicated an interest in developing a landscaped <br /> barrier or some other treatment, (so as to not conflict with the trail and pedestrian <br /> lookout at the southern edge of the site), to fully explore parking needs and to evaluate <br /> the impact that this potential use would have on wildlife, particularly ground squirrels. In <br /> addition, staff indicated a need to explore operational issues related to operating a dog <br /> park of this size (most dog parks are an acre or less), maintenance and assuring that it <br /> includes the appropriate features to meet the needs of dog owners. <br /> DISCUSSION <br /> For some time now, the Parks and Recreation Commission has had an interest in <br /> addressing the need for an additional off-leash dog park and the City Council recently <br /> directed staff to provide a suitable site on the Bemal Property. Staff has identified that <br /> site and to move this matter forward, it is recommending a Professional Services <br /> Agreement with the Tanaka Design Group to design the park and prepare <br /> bid/construction specifications, including addressing those issues discussed in the <br /> previous paragraph. <br /> The Tanaka Design Group has considerable experience with designing a wide range of <br /> neighborhood and community parks, including being the lead architect for the City's Val <br /> Vista Community Park. The proposed scope of work includes: <br /> . Preparing a park schematic design landscape plan, including accessories such as <br /> shade structures, benches, picnic tables, dog play items, fencing, drinking faucet for <br /> humans and dogs, ground cover and plant material <br /> . Preparing construction bid documents <br /> . Attending public meetings with the Parks and Recreation Commission, including a <br /> public workshop <br /> . Reviewing parking needs and the impact the park may have on existing wildlife, <br /> specifically ground squirrels currently utilizing the site (Note, this matter was raised <br /> by a member of the public at the May 8 Commission meeting and staff supports the <br /> review) <br /> . Providing construction oversight <br /> . Preparing a project construction cost estimate <br /> The estimated cost for the architectural services is $49,400. Because the project is not <br /> currently budgeted, staff is recommending that funding be appropriated from the Capital <br /> Improvement Program's (CIP) Community Park Projects Reserve from In Lieu Park <br /> Dedication Fees (CIP 037028). This project reserve has a current unallocated balance <br /> of $282,932 and is an appropriate funding source for the project. As indicated earlier, <br /> upon approval of the park's design and bid specifications, the City Council will be <br /> presented with funding options for project construction and information regarding <br /> financial operating impacts, if any.
