Parental Involvement, Course Access and Implementation of Common Core State Standards. Our <br /> priorities are in line with the state priorities. <br /> A Local Control Accountability Committee (LCAC) was formed to receive input from the community <br /> to make sure the needs of all of our students are being met especially our subgroups. The <br /> committee consisted of 14 members: eight parents/community members, one student, one DELAC <br /> (District Engligh Language Advisory Committee) member, one representative from the Classified <br /> Bargaining Unit, one representative from the Association of Pleasanton Teachers and two senior <br /> staff(Dr. Douglas and Deputy Superintendent Cazares). <br /> This committee was selected and approved from over twenty applicants by the Governing Board and <br /> meets on a monthly basis. This advisory committee advises the Board and Superintendent about <br /> supporting the District Strategic Plan with resources from our Local Control Funding Formula <br /> (LCFF). The committee meets on the first Tuesday of every month at 6:00 p.m. <br /> The committee has been holding listening campaigns and has met with students, parent groups, <br /> staff members, community members to get their feedback on the following questions. <br /> • What do students need to succeed? <br /> • What do students need to succeed given their unique circumstances? <br /> • The Committee then priortizes the entire list discussed and decides which areas are most <br /> impactful, moderately impactful and the least impacful. <br /> Questions/Comments from the Board/City Council: <br /> Councilmember Brown commented, "Thank you for the presentation. It's helpful to us as a City, <br /> community members and parents to see what's going on with the finances of the school district." <br /> She noted she sat on the Livermore Amador Valley Transit Authority (LAVTA) committee and <br /> referenced slide 4, the add ons of $693K for Transportation that was discussed in the presentation <br /> and asked, "Is this a part of a Wheels Transportation fee or what is that?" Superintendent <br /> responded, "We don't have transportation other than for our students who are in Special Education." <br /> Ms. Cazares explained, "These are dollars we have received historically from the State for providing <br /> transportation services for our Special Education students." <br /> Councilmember Brown noted, "As we work with developers coming forward with projects and new <br /> construction, we begin to discuss what the minimm state requirements is for funding to schools and <br /> then we look at additional funding from those developers to continue to keep Pleasanton schools <br /> great. Has there been any action from this Board to request an increase in the state minimum <br /> funding so when more projects come forward it's not as difficult to negotiate?" <br /> Vice President Laursen shared that Trustee Arkin brought this up at a meeting two weeks ago with <br /> Assemblymember Buchanan and stated, "The development community in terms of influence over <br /> the dollar amount that's set at the state level is a statute and is out of our control. We haven't been <br /> successful at moving that dollar figure." Councilmember Brown commented, "Would you say it's <br /> pretty well accepted that the dollar figure of the state mandatory is not enough to cover an education <br /> system like the Pleasanton schools?" Ms. Laursen commented, "I think that anyone is education <br /> would agree with that." <br /> Trustee Bowser added, that a State Facilities Construction Bond, which the State is required to pay <br /> for schools, which is their mandate, local funding (a General Obligation Bond) and developer fees. <br /> Developer's were very engaged in getting this measure passed. There is no state bond money left <br /> which would trigger a test 3 which would require the developers to pay 100% of the development <br /> that's required. In the past, legislative has passed a waiver for test 3, which is done by statute. He <br /> stated, "We will continue to push to change that treshold as it's adjusted for inflation, which is <br /> currently at$3.20." <br /> Superintendent Ahmadi commented, "It's important when we speak about facilities that we make that <br /> distinction and what you've heard about LCFF, at it's best in 2021 it's inadequate funding for <br /> Joint City Council Page 5 of 11 March 17,2014 <br /> PUSD Board Minutes <br />
