LCFF Policy Goals are to increase transparency, reduce complexity, reduce adminstrative burden, <br /> improve funding equity across districts and to improve local accountability. The Local Control Funding <br /> Formula is still evolving. <br /> Slide 4 lists under the Old Funding Formula two big pots we deal with, Revenue Limit Sources and <br /> Categorical Programs. There are some categorical funds that will be outside of this new funding <br /> model; however, the long list on this slide no longer exists under the PUSD budget. <br /> Ms. Cazares highlighted the New Funding Components: <br /> • Base Grant which is based on grade span <br /> • Add-Ons for K-3 Class Size Reduction and 9-12 Career Technical Education (CTE). <br /> These are no longer requirements so we will receive the funds for both of these <br /> programs regardless of whether we do the CSR. <br /> Class Size Reduction was 20:1 and now we are talking about 24:1. The new funding <br /> model tells us we can receive this add on if we show progress for 24:1 or you may <br /> negotiate another number. <br /> • Supplemental Grant consists of three sub groups of students who will generate <br /> additional dollars for the district: English Learners, Free/Reduced Price Meal and <br /> Eligible Foster Youth. This will be about 10.95% of our population. <br /> • Concentration Grants and TIG (Targeted Instruction Grant) no longer apply to PUSD. <br /> The district has never received TIG dollars. <br /> • Emergency Recovery Target (ERT) — The district will benefit from this. Some districts <br /> like PUSD will not do well under the new funding formula model as we did under the <br /> prior funding formula. The State is willing to help fund us more with this new ERT to help <br /> get us to where we would be in FY2020-2021. <br /> Slide 5—Ms. Cazares highlighted LCFF Target Entitlement—ADA Based Totals <br /> Slide 6 - LCFF Target Entitlement Grant Total — $114,932,766 plus the Transportation dollars <br /> $693,915 (per ADA$7,975) =$115,626,681 for FY13/14. <br /> Slide 7 - LCFF Target Entitlement — Funding Gap - The state determines where we are and in <br /> FY12/13 RL & Categorical were approximately at $95M and where we are supposed to be by 2020- <br /> 2021. LCFF Target Entitlement at approximately $116M which is a difference of over $20M. The <br /> State will fund 11.78% of that gap which equals to $2.4M in new dollars this year plus the Economic <br /> Recovery Target(ERT)of$750 K. <br /> Trustee Grant clarified what Ms. Cazares shared in slide 7 and commented, "People feel that public <br /> education is adequately funded but it's not and it's far from where we should be." <br /> Superintendent Ahmadi commented, in regards to the categorical programs that Ms. Cazares spoke <br /> about, they no longer exist but programs are important, such as TV-TIP, which is our induction <br /> program for new teachers, EIA, Deferred Maintenance. Not all districts will be receiving the same <br /> amount of money." <br /> Superintendent Ahmadi highlighted the Local Control Accountability Plan (LAP) and stated, "They <br /> wanted to give districts increased control over the funding they have which comes with increased <br /> accountability. We must have a plan every three years, which is updated annually and must include <br /> annual goals for all student groups for each state priority area with specific actions and have a <br /> description of expenditures that match our needs to close the achievement gap. The adoption <br /> process includes consultation, review and comment, public input from parent advisory groups and <br /> DELAC and County approval. The final template and regulations were approved by the State Board <br /> of Education on January 16, 2014." <br /> Ms. Ahmadi noted the District's Strategic Plan is the road map which fits perfectly with the eight <br /> areas of State Priority which must be addressed in LCAP.
