Our problems are not over in 2020-2021." <br /> Trustee Bowser added, "These are not new monies, nor new dollars, these are partial restorations of <br /> the programs which have been devastated. We are beginning to restore programs." <br /> Councilmember Cook-Kalio commented, in regards to facilities and say that $3.20 is inadequate is <br /> an understatement, particularly in areas where you have seen aging schools, plus keeping up with <br /> the number of schools in classrooms. We are also seeing unsafe schools, asbestos, roofs which are <br /> leaking, there's no money to fix that. It's great the Board is advocating for increased funding but <br /> that's what everyone who cares about education ought to be doing and at every opportunity you <br /> have to see your Assemblymember or State Senator should be drilled home, for it's not just <br /> Pleasanton but throughout the State." <br /> Councilmember Brown inquired, "What was the top ADA that we in the "boom" years?" <br /> Superintendent Ahmadi responded, 2007- 2008 was our best year"$7,975." Councilmember Brown <br /> asked, "You aren't going to get back to that until 2020-20217 Ms. Ahmadi replied, "That's correct. <br /> Each year they are closing that gap. If the economy gets better they will close that gap sooner." <br /> Trustee Laursen commented, "The State Legislature and the State have a choice to continue to <br /> close that gap to get us to that full level funding sooner or they can choose to spend those dollars on <br /> other projects and needs. One of the proposed ways to use funds is to expand Transitional <br /> Kindergarten and Kindergarten to all four year olds. There's a lot of moving parts still and will depend <br /> how quickly we get to that 2020-2021 level or not plus Prop 30 expires in two years." <br /> Councilmember Narum asked, "In regards to the Faciliites Master Plan and the question what do <br /> students need to succeed? Do you differienate between elemenatary and secondard levels for the <br /> needs would be different." Superintendent Ahmadi replied, "We have met with students and they <br /> have told us. The number one comment we have heard is the connection with students. The fact that <br /> student's succeed when they feel a connection to school and to an adult support systems in place. <br /> Access to technology and rigorius curriculum." <br /> President Hintzke asked Councilmember Brown if her question was answered. Councilmember <br /> Brown replied, "I did get my question answered. My question was how can we work together to <br /> make sure the schools are funded and ne of the only ways we have to influence is through new <br /> projects and new developments." <br /> Mayor Thome opened and closed the public hearing. There were no public comments. <br /> 6. STATUS UPDATE REGARDING HOUSING ELEMENT PROCESS AND EAST SIDE SPECIFIC <br /> PLANNING PROCESS <br /> City Manager Nelson Fialho introduced the item and stated, "We had a general plan that we adopted <br /> a few years back consistent with land use laws in the State of California. Every seven years the City <br /> has to adopt a housing plan or a housing element to accommodate a thing called "RHNA" (Regional <br /> Housing Needs Allocations). During the last RHNA cycle which ran through 2007-2013, we were <br /> required to rezone approximately 70 acres of land to accommodate high density housing. It was a <br /> very lengthy citizen engagement process, with committees and settled on land for rezoning. We <br /> were late in that process. We adopted a housing element in 2012 near the conclusion of the <br /> recession. In reviewing those 70 acres and one minor exception, none of that land resulted in real <br /> live construction in the community partly because we were late in the adoption of the housing <br /> development plus the economy was still recovering, especially the housing market. The next RHNA <br /> cycle runs from 2014-2022? The State informed us that we get to count all of the land that we <br /> rezoned towards your RHNA allocation. We get to credit the work we did in the previous RHNA cycle <br /> in the present RHNA cycle. We anticipate that through the end of the calendar year, when the <br /> housing element needs to be adopted our housing element update will be relevantly easy." <br /> About 18 months ago we assembled a task force to plan the East Side for Pleasanton and saw an <br /> opportunity to accommodate the housing mandates imposed by the State and combine the East <br /> Side Specific Plan project and the Housing Element.
