Mr. Mike Tassano <br /> � <br /> March 25,March 25,2014 <br /> ®® Page 3 <br /> BK F SHPO Submittal and Approval <br /> During the design development phase of the Project, Caltrans indicated that the I-680/Berual <br /> ENGINEERS Avenue Interchange was within an area that had been identified as archaeologically sensitive. <br /> SURVEYORS This created significant amount of work and effort associated with obtaining Caltrans and <br /> regulatory approval for any construction within the area. In order to obtain concurrence on the <br /> PLANNERS proposed work required by the Project, a Historic Resources Compliance Report outlining a <br /> testing and monitoring program had to be prepared and submitted to Caltrans and the State <br /> Historic Preservation Office(SHPO). The report required site visits, conducting initial surveys, <br /> modifying design to minimize excavation within the culturally sensitive area and creating exhibits <br /> of Project features and depths of excavation. The document was reviewed by Caltrans and <br /> comments incorporated prior to submission and approval by SHPO. This effort totaled $8,800. It <br /> was hoped to absorb this extra work effort into the existing design budget but it appears that the <br /> work associated with the landscaping and gateway elements may also expand due to the work <br /> associated with working within the archaeological area Any additional SHPO coordination <br /> necessary due to discoveries during the testing program is excluded from this scope of work <br /> Caltrans Rider for Additional Work Scope <br /> After obtaining Caltrans approval on the Project plans and specifications, the City provided BKF <br /> with comments on July 18,2013 and September 18,2013.Given the late receipt of the comments; <br /> the more inconspicuous comments, which comprised the majority of the comments, were <br /> incorporated to ensure competitive pricing would be received during bids with the understanding <br /> that the revisions would have to be subsequently submitted to Caltrans for approval as a rider to <br /> the Caltrans encroachment permit. Although it is BKF's hope to absorb this extra work, the <br /> timing of the comments required additional effort with Caltrans and revisions to the design that <br /> could otherwise have been incorporated into earlier submittals. Due to the timing of the <br /> amendment and necessary council approval,the budget for this effort was deferred from contract <br /> amendment#4 to contract Amendment#5. This cost of this extra work is $7,500. <br /> Additional more significant comnients.as were outlined in Amendment#4 were incorporated and <br /> were also included in the bid set. These comments were included in the bid set but were not <br /> included in the Caltrans Encroachment permit set and will need to be processed through Caltrans <br /> for a permit rider. Due to the timing of the amendment and necessary council approval, the <br /> budget for this effort was deferred from contract amendment#4 to contract Amendment#5. The <br /> cost of this extra work is$20,000. <br /> Caltrans is currently in the process of designing improvements to NB I-680 and has identified <br /> potential revisions to the drainage design that will allow for the coordination between the City <br /> and Caltrans projects. Two drainage configurations (dated 12/26/13& 2/8/14)were submitted to <br /> BKF for review,and one was implemented into the City PS&E requiring changes to the plans and <br /> estiniates. The cost of this extra work is $2,500. <br /> The City performed a review of the bid set and issued comments dated February 24,2014. These <br /> 4670 O® !2014 comments required additional effort due to a new specifications boilerplate, lane configuration <br /> ®250 revisions to EB Banal between West Lagoon Road and the 1-680 SB Off-ramp, traffic signal <br /> m phasing revisions at the Bernal/I-680 SB off-ramp, revisions to LED of illuminated signs, <br /> 94588 revisions in overlay limits, and minor revisions to traffic handling, construction area signs, and <br /> on 925.396.7700 <br /> ®925.396.7799 <br /> 1 E13 micuu. <br />
