Task 8.Prepare Initial Study/Mitigated Negative Declaration <br /> Based our understanding of the project,AECOM assumes that an Initial Study/Mitigated <br /> Negative Declaration(IS/MND)will be the appropriate document for the project's compliance <br /> with CEQA. Should the environmental analysis determine that the project would include <br /> significant environmental effects that could not be mitigated to a less-than-significant level, <br /> AECOM would discuss with the City the preparation of an Environmental Impact Report(EIR). <br /> We do not anticipate that an EIR would be required. <br /> Administrative Draft IS <br /> AECOM will prepare an IS/MND for the proposed project. Format and content of the document <br /> will be in full compliance with CEQA and the State CEQA Guidelines. <br /> The administrative draft IS will include the following elements: <br /> • a description of the proposed project including the regional and specific location of the <br /> project; <br /> • an identification of the environmental setting(i.e., existing conditions that will serve as <br /> the baseline to assessment impacts); <br /> • an identification of environmental effects of the proposed project by use of the State <br /> CEQA Guidelines Appendix G checklist;scientific and factual data relative to the lead <br /> agency's jurisdiction; legislative or regulatory performance standards of federal, state, <br /> regional,or local agencies relevant to the impact analysis; and <br /> • a discussion of the ways to avoid or reduce the significant or potentially significant <br /> effects identified, if any. <br /> Assuming the City does not have its own IS format or standards of significance; AECOM will <br /> complete the environmental checklist form in Appendix G of the State CEQA Guidelines and <br /> will provide explanations and analysis for each response, including"No Impact"responses. The <br /> level of analysis and degree of impact will vary by environmental topic. For each environmental <br /> issue, AECOM will briefly describe existing conditions,assess potential environmental impacts, <br /> and recommend feasible mitigation measures, where applicable. <br /> AECOM anticipates that the IS Checklist will likely support the conclusion that the proposed <br /> project would not result in significant or potentially significant impacts related to the following <br /> issueareas: <br /> • Aesthetics <br /> • Agriculture and Forestry Resources <br /> • Cultural Resources <br /> • Geology/Soils <br /> • Greenhouse Gas Emissions <br /> • Hazards and Hazardous Materials <br /> • Hydrology/Water Quality <br /> • Land Use/Planning <br /> • Mineral Resources <br /> 141Page <br />
