Task 8.Prepare Initial Study/Mitigated Negative Declaration Based our understanding of the project,AECOM assumes that an Initial Study/Mitigated Negative Declaration(IS/MND)will be the appropriate document for the project's compliance with CEQA. Should the environmental analysis determine that the project would include significant environmental effects that could not be mitigated to a less-than-significant level, AECOM would discuss with the City the preparation of an Environmental Impact Report(EIR). We do not anticipate that an EIR would be required. Administrative Draft IS AECOM will prepare an IS/MND for the proposed project. Format and content of the document will be in full compliance with CEQA and the State CEQA Guidelines. The administrative draft IS will include the following elements: • a description of the proposed project including the regional and specific location of the project; • an identification of the environmental setting(i.e., existing conditions that will serve as the baseline to assessment impacts); • an identification of environmental effects of the proposed project by use of the State CEQA Guidelines Appendix G checklist;scientific and factual data relative to the lead agency's jurisdiction; legislative or regulatory performance standards of federal, state, regional,or local agencies relevant to the impact analysis; and • a discussion of the ways to avoid or reduce the significant or potentially significant effects identified, if any. Assuming the City does not have its own IS format or standards of significance; AECOM will complete the environmental checklist form in Appendix G of the State CEQA Guidelines and will provide explanations and analysis for each response, including"No Impact"responses. The level of analysis and degree of impact will vary by environmental topic. For each environmental issue, AECOM will briefly describe existing conditions,assess potential environmental impacts, and recommend feasible mitigation measures, where applicable. AECOM anticipates that the IS Checklist will likely support the conclusion that the proposed project would not result in significant or potentially significant impacts related to the following issueareas: • Aesthetics • Agriculture and Forestry Resources • Cultural Resources • Geology/Soils • Greenhouse Gas Emissions • Hazards and Hazardous Materials • Hydrology/Water Quality • Land Use/Planning • Mineral Resources 141Page
