• a copy of the CEQA compliance document(a Notice:of Determination of the certified
CEQA document is preferred). It is assumed in this scope of work that the CEQA
document that the City certifies will meet this requirement;
• information on related projects completed within the last 5 years and planned or proposed
for the next 5 years in the project area;
• stream flow within streams in the project area;
• a description of the construction methods used to install project elements;and
• a proposal to mitigate for adverse effects to waters of the U.S.
It is assumed in this scope of work that the City's compensatory mitigation proposal to USACE
will suffice for the RWQCB's requirements as well.
AECOM will provide a draft of the application package to the City electronically for review,
incorporate comments sent to AECOM, and snbmit.the final copies to the RWQCB and the City.
It is assumed that the RWQCB will be given one copy of the application and the City will
receive two copies. This scope assumes that the City will pay the RWQCB-required filing fee
associated with obtaining the Section 401 water quality certification.
It is assumed that one coordination meeting with RWQCB may be required(typically a field
visit) and will be attended by the AECOM project manager and senior regulatory specialist to
discuss project characteristics,permit requirements, and permitting schedules..Additional
telephone/email coordination with the RWQCB will be conducted to support the permit
application materials and assist in meeting the needs of the RWQCB.
The labor assumed to complete this task is based on current project knowledge and is reflected in
the cost estimate. Similar to the statement above under Permitting Task 1, completion of the task
is directly dependent on the participation and direction of regulatory agency staff,which is
beyond the control of AECOM. AECOM will work up to the amount of budget set aside to
pursue this approval.
Task Cost: $13,995
Task 7. Prepare Project Description for CEQA Document
AECOM will draft a detailed project description for the purposes of completing CEQA review.
The project description will include a map of the project site and vicinity and a recent aerial
photograph with project components illustrated.
The draft project description will be submitted to the City electronically for review and
comment. AECOM will make necessary changes to the draft project description based on
comments received from the City. AECOM will submit a final project description to the City
electronically;this version will be included in the IS/MND.
Task Cost: $7,511
131Page
