Informal Native American Consultation <br /> AECOM will contact the Native American Heritage Commission(NAHC) and request a review <br /> of their Sacred Lands Files for the project area and a list of Native American organizations and <br /> individuals that may have religious or cultural significance to the project area.. AECOM will <br /> contact by letter each organization and individual on the NAHC list and will follow-up with a <br /> telephone call to any contact that did not respond to the letter. Documentation of all Native <br /> American consultation will be included in the confidential cultural resources technical report. <br /> Section 106 requires that the lead federal agency conduct formal consultation with Native <br /> American groups. <br /> Conduct Field Survey <br /> AECOM's archaeologists will conduct a pedestrian field survey of the proposed project area to <br /> identify any cultural resources located in the project area, and will record any resources that are <br /> 45 years old or older that could be impacted/effected by the proposed project. <br /> It is assumed that no more than one previously unrecorded cultural resource will be encountered <br /> within the study area that will require formal documentation on standard site record forms(form <br /> DPR 523). The locations of identified cultural resources will be plotted on U.S. Geological <br /> Survey (USGS)topographic maps and will be recorded using global positioning system(GPS) <br /> devices with sub-meter accuracy. Shape files will be created documenting the location and <br /> boundary of newly identified cultural resources and survey areas. <br /> Evaluation of archaeological resources or built-environment resources for eligibility for listing <br /> on the NRHP and/or the California Register of Historical Resources (CRHR)and archaeological <br /> sub-surface testing for site evaluation are not included in this scope of work. <br /> Prepare.Cultural Resources Technical Report and CEOA section <br /> AECOM will prepare a draft and final technical report that will present the methods and results <br /> of the field investigation consistent with Section 106 of the NHPA standards and follows the <br /> USACE guidelines for cultural resources reports. This report will contain the information <br /> identifying the project setting, methods used in the investigation, documentation of Native <br /> American and Historical Society consultation as required under Section 106 of the NHPA, and <br /> discussion and table of findings. The report will include the APE maps and locations for known <br /> cultural resources and newly recorded cultural resources. Copies of State of California <br /> Department of Parks and Recreation(DPR) recordation forms and photographs will be included <br /> as an appendix to the report.The results from the technical report will be incorporated into the <br /> cultural resources section of the CEQA environmental document--assumed to be:an Initial <br /> Study/Mitigated Negative Declaration. <br /> Consultation and.Coordination with SHPO <br /> If requested by USACE staff, AECOM will assist in conducting formal Section 106 consultation. <br /> It is anticipated that work under this task would be limited to telephone conversations with <br /> federal agency cultural staff and preparation of up to two formal consultation letters with the <br /> SHPO. <br /> 10 !
