Councilmember Brown asked and Mr. Dolan confirmed that the project will yield traffic impact fees, <br /> which will be used to abate the burden of traffic throughout the city. <br /> Councilmember Cook-Kallio recalled a discussion about ambient light when a car dealership was first <br /> considered in this area and asked whether it is appropriately addressed here. <br /> Mr. Dolan confirmed that the project complies with the limitations set forth in the Specific Plan. <br /> Mayor Thome asked if LED lighting was discussed with the applicant. <br /> Ms. Bonn said it was proposed by the applicant. <br /> Councilmember Narum recalled that land, which was gifted to CLC to act as a buffer, will be developed <br /> with some kind of storage. <br /> Mr. Fialho confirmed but said that CLC is reevaluating whether it would like to do mini storage or <br /> perhaps berms to create more of buffer between this project and the other uses; whatever the decision <br /> that land will ultimately serve as a buffer. <br /> Councilmember Narum asked what requirements or restrictions other car dealers are subject to relative <br /> to test drives. <br /> Mr. Dolan said this is the first instance where the city has attempted to regulate it, though he was not <br /> aware of any complaints related to other dealerships. <br /> Councilmember Narum asked and Mr. Dolan confirmed that the project would utilize drought tolerant <br /> landscaping and recycled water. Mr. Dolan added that the carwash facility will recycle its own water. <br /> Mayor Thome requested more information on grasscrete. <br /> Mr. Dolan explained that grasscrete is a paving system allows some vegetation to come through, <br /> providing the structural support of pavement but enhancing the aesthetic features. <br /> Mayor Thome asked and staff confirmed that the Fire Department is responsible for ensuring the site's <br /> buried fuel tank is consistent with all applicable laws and regulations. <br /> Mayor Thome opened the public hearing. <br /> Keith Henderson, Carmax, thanked the Council for its consideration of the project. He provided a brief <br /> history of Carmax, which began in 1993 in Richmond, VA and now operates 134 stores in 66 markets <br /> across the county. Carmax has consistently ranked as one of Fortune's Best 100 companies to work for <br /> over the past ten years. With $12.5 billion in annual revenue, Carmax benefits the local community <br /> through sales tax revenues,jobs and the charitable efforts of the Carmax Foundation. Since 2003, the <br /> Carmax Foundation has given more than $20 Million to local charities across the country and recently <br /> partnered with Kaboom in pledging $5 million over the next three years to construct over thirty <br /> playgrounds throughout the country. He thanked staff for all its work and offered to answer any <br /> questions. <br /> Councilmember Cook-Kallio asked how many employees they anticipate at this location. <br /> Mr. Henderson estimated 160-190 at maturity, noting these would be skilled positions.
