Mr. Henderson said the average store generates between $90 and $100 million in annual sales. <br /> Councilmember Brown estimated this to equal about $10 million in sales tax revenue, approximately <br /> 10% of which comes to the city. She asked if every Carmax location has a pylon sign, which is not <br /> common in Pleasanton. <br /> Mr. Henderson said "yes," at least with those projects he worked on, and explained that highway <br /> visibility is a very important part of their model. <br /> Mayor Thome closed the public hearing. <br /> Councilmember Narum moved approval of the staff recommendation. She said the project is in a great <br /> location in that it has good visibility and is not near housing (other than CLC)..She also shared her <br /> appreciation for the jobs the project would create. <br /> Councilmember Cook-Kallio offered a second, noting that a car dealership was one of the things <br /> anticipated when looking at the Staples Ranch area. She said she was delighted with the number of <br /> jobs this would bring, the specific location, and that Carmax has chosen Pleasanton. <br /> Councilmember Brown said she struggled with the project a bit more, particularly the large signage that <br /> is unique to Pleasanton and this kind of development during a severe drought. She shared her <br /> appreciation over the site's use of recycled water and acknowledged the value of the business and <br /> sales tax revenue the project would bring. She shared her support for the project with some reluctance <br /> and said she hoped to see a strong respect for neighbors, both residential and schools. <br /> Mayor Thome said he visited an existing Carmax site and found it not so different from typical car <br /> dealership. He said he felt it was a good project and consistent with the Council's vision for that area. <br /> MOTION: It was m/s by Narum/Cook-Kallio, to introduce and waive first reading of Ordinance No. <br /> 2098 approving a Planned Unit Development (PUD) Development Plan to construct an automobile <br /> dealership consisting of an approximately 11,783-square-foot sales and presentation building, an <br /> approximately 45,000-square-foot, service building, an approximately 3,930-square-foot quality control <br /> building and non-public car wash, vehicle sales display area, and related site improvements on <br /> approximately 19.66 acres of the Auto Mall site at Staples Ranch; and (2) waived full reading and <br /> adopted Resolution No. 14476 approving Sign Design Review for related project signage as filed <br /> under Case No. P13-2518. Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Cook-Kallio, Narum, Mayor Thome <br /> Noes: None <br /> Absent: Councilmember Pentin <br /> 21. Public Hearing: <br /> (a) Approve the allocation of Housing and Human Services Grant (HHSG) and Community Grant <br /> Program Funds for the Fiscal Year 2014 Grant Funding Cycle (FY 2014-15) <br /> Housing Specialist Scott Erickson gave the staff report and a PowerPoint presentation. He reviewed the <br /> process used to allocate funds for the city's two major grant programs, which the Council is now being <br /> asked to approve. He reviewed the Statement of Funding for the HHSG, which is comprised of federal <br /> Community Development Block Grant and Home funds as well as the city's General Fund for Human <br /> Services and a portion of the Lower Income Housing Fund. Community Grant Program Fund consist of <br /> approximately $40,000 allocated annually to both youth and civic arts activities. <br /> The HHSG program received 27 project applications from 20 agencies for an aggregate request of <br /> approximately $1:1 million against about $1 million in allocations.
