Councilmember Brown noted there are very few options due to the site's proximity to the mall and <br /> asked if how staff anticipates enforcing this. <br /> Community Development Director Dolan said that this is a new requirement for the city, but staff <br /> anticipates that enforcement would occur only if complaints are received or staff notices a violation. <br /> Councilmember Brown referred to page 81 of the Addendum to the Supplemental Environmental <br /> Impact Report (SEIR), which says that construction shall occur Monday through Saturday between 8 <br /> a.m. and 5 p.m. She said her understanding was that Pleasanton does not allow construction on <br /> Saturdays before 9 a.m. and asked why an exception was being made here. <br /> Mr. Dolan explained that they applicant did request expanded construction hours and staff negotiated <br /> this particular schedule with them. He also explained that the allowed start time is largely dependent on <br /> the project's location and noted that while this is near a housing development, there is also construction <br /> on that site and noise from the adjacent freeway. <br /> Councilmember Cook-Kallio asked and Mr.. Dolan confirmed that the adjacent project, Continuing Life <br /> Communities, is still partially under construction itself and asked whether this project is adjacent to <br /> construction on that site and what their hours are. <br /> Councilmember Narum, whose mother is a resident there, said "no." <br /> Mr. Dolan noted that the proposed language actually accommodates a change to the hours of Saturday <br /> construction if there are issues and that this can be done at the staff level. <br /> Councilmember Brown referred to page 75 of the Addendum to the SEIR, which identifies the <br /> permanent increase in ambient noise levels resulting from the project as a potentially significant issue. <br /> She asked staff to speak to the mitigations given that this is adjacent to a large housing project. <br /> Ms. Bonn said the mitigations, which are no different than what was identified in the EIR, require that <br /> the carwash meet the 60 decibel limit specified and that the interior noise of the building meet accepted <br /> standards for commercial buildings. <br /> Councilmember Brown asked about the noise limit on outdoor speakers commonly used at car <br /> dealerships. <br /> Ms. Bonn stated that loudspeakers are prohibited both by the Conditions of Approval and Specific Plan, <br /> except in case of an extreme emergency. The applicant has also indicated that they do not use these. <br /> Councilmember Brown also referred to pages 87 and 89 of the SEIR, which identify potentially <br /> significant impacts related to traffic and congestion management. <br /> Mr. Dolan explained that the environmental document for this project is simply Si addendum to the <br /> original EIR and SEIR that evaluated a broad scope of development and that all the impacts identified <br /> are simply a reference back to the impacts in the original EIR rather than anything resulting specifically <br /> from this project. <br /> Councilmember Brown referred to the five intersections identified and asked at what point they would <br /> be addressed. <br /> Mr Dolan said they were addressed in the original EIR which was an SEIR to the General Plan EIR <br /> prepared in conjunction with the Housing Element and Climate Action Plan. <br /> City Council Minutes Page 13 of 20 May 6,2014 <br />
