of revenues to the General Fund. Property tax revenues, which surpassed sales tax revenues in the <br /> early 2000s, will continue to be the key revenue item related to new development. Expenses from new <br /> development will be highest with respect to public safety and parks. The net fiscal benefit forecast at <br /> build out provides an opportunity to improve service standards beyond their currently high level. <br /> Growth forecasts for the city are relatively balanced, with the greatest growth occurring in senior <br /> housing facilities and R&D uses. When converted into population and employment figures, this growth <br /> represents approximately 10,000 new residents and 21,000 new employees in Pleasanton. <br /> Mr. Musbach concluded the presentation, stating that the Fiscal Impact.Analysis validates the General <br /> Plan's soundness as a blueprint for the ongoing fiscal health of Pleasanton. He reemphasized that even <br /> those uses which are not fiscally sound are part of a broader mix that adds to the diversity and utility of <br /> what so many enjoy about Pleasanton. . <br /> Mayor Thorne opened the public hearing and, seeing no speakers, closed the public hearing. <br /> MOTION: It was m/s by Pentin/Cook-Kallio, to accept the Long-Terri Fiscal Impact Analysis of the <br /> General Plan and Housing Element Update. Approve an amendment to the contract with Gates and Associates for additional services related <br /> to preparation of the East Pleasanton Specific Plan <br /> Mr. Fialho provided a brief overview of the item, which relates to recent discussions with the East <br /> Pleasanton Specific Plan Task Force, Planning Commission and City Council. One of the deliverables <br /> requested as part of this project is an economic feasibility analysis of each of the options selected for <br /> environmental review. The cost for this activity is being absorbed by the plan area property owners and <br /> will be folded into the original amount of$751,766 for which they are obligated to contract for to get the <br /> city through this planning process. <br /> Councilmember Brown said her understanding has always been that the primary focus of the east side <br /> was to satisfy the needs of Regional Housing Needs Assessment (RHNA) requirements. It is also her <br /> understanding that recent conversations with the Executive Director of the Department of Housing and <br /> Community Development indicate that the city's existing rezonings may satisfy this need through the <br /> next RHNA cycle. She questioned the validity of continuing to invest property owners' funds and the <br /> city's resources on a project that might not be pursuing given this new information. <br /> Mr. Fialho explained that exploration of the east side began for a number of reasons, but conceded that <br /> it would be fair to say that it was intended to serve as part of a strategy to address future RHNA <br /> obligations. Since embarking on that process, staff has learned the majority of land recently rezoned <br /> and not currently under construction will be credited against the city's RHNA obligation. It is therefore <br /> possible that the Housing Element prepared for the 2014-2022 planning cycle may not contain any <br /> associated rezonings. He conceded that this does beg the question as to what to do with the East Side <br /> but said the direction by this Council has been to proceed as planned unless staff is directed otherwise. <br /> Staff is preparing a comprehensive report regarding the next RHNA cycle, including any required <br /> rezonings, to for the Council to review. The Council will then be asked to provide direction as to how to <br /> proceed, with several options ranging from stopping the process to completing the process. <br /> Councilmember Brown asked and Mr. Fialho confirmed that staff anticipates presenting this report to <br /> the Council in March. <br /> City Council Minutes Page 13 of 15 February 4,2014 <br />
