Review and accept the Long-Term Fiscal Impact Analysis of the General Plan and Housing <br /> Element Update <br /> Mr. Fialho introduced the item, stating that the analysis evaluates and supports the long-term fiscal <br /> sustainability of the city's General Plan and recently adopted Housing Element. <br /> Finance Director Wagner presented the staff report, stating that the Long-Term Fiscal Impact Analysis <br /> has been a Council priority since 2006. While staff and consultants began analyzing the different <br /> proposed land use scenarios of the Draft General Plan prior to its adoption in July 2009, completion of <br /> the effort was ultimately postponed to after the adoption of the Housing Element in 2012. In 2013, the <br /> city hired the firm of Economic and Planning Systems to complete Fiscal Impact Analysis. Since <br /> adoption of the General Plan and Housing Element and related land use designations predated the <br /> study, the goal of the analysis was to evaluate the fiscal impacts to the General Fund of the city's <br /> projected growth at build out Build out has long been projected to occur somewhere between 2025 and <br /> 2030. The analysis also aims to ensure the new growth does not result in adverse effects on the <br /> General Fund and that the current high quality of life that residents enjoy can be maintained at build <br /> out The analysis provides a quantitative look at the fiscal impacts on the General Fund and concludes <br /> that the proposed land use mix identified in the General Plan.and Housing Element supports the city's <br /> effort to sustain and enhance service levels to the community throughout this period. She noted that the <br /> study excludes the impacts of the East Pleasanton Specific Plan area which will come forward to the <br /> Council at a later date. <br /> Jim Musbach, Economic and Planning Systems, reviewed the key findings of the analysis. He noted <br /> that the bulk of the projected fiscal condition confronting the city in the future is already well established <br /> by existing development. The city currently enjoys a great deal of fiscal health, which is expected to <br /> continue through the remainder of development. The fiscal margin on new growth is projected to be <br /> approximately $4 million annually, with growth producing annual revenues of roughly $15.1 million and <br /> expenses of $11.1 million. While the results vary somewhat by land uses, with commercial and single <br /> family residential producing positive revenues and multi-family residential producing negative, the net <br /> result is still very positive. Fortunately the city is faced with a stage of growth that is heavy in infill and <br /> redevelopment,which tends to be more fiscally sound due to existing infrastructure and resources. <br /> The analysis also identified several fiscal mitigation measures which may be used by the city to help <br /> off set the impacts of some of the less fiscally sound uses. He stressed that while some land uses may <br /> not be as strong as others, it is critical to look at the city as a whole and remember that even those <br /> uses contribute to the overall value of the community. <br /> Michael Nimon, Economic and Planning Systems, discussed the economic and fiscal environment of <br /> the city. He noted that Pleasanton is relative affluent and well-educated community, with a population <br /> that is slightly older than is average.
