BACKGROUND <br /> Pleasanton Police Officers' Association (PPOA) represents 13 Police Sergeants and 60 <br /> Police Officers for a total of 73 employees. The current PPOA Memorandum of <br /> Understanding (MOU) is in effect from June 1, 2011 through May 31, 2014. <br /> International Association of Firefighters, Local 1974 (IAFF) represents 30 Fire Captains, <br /> 30 Fire Engineers, 30 Firefighter/Paramedics, 12 Firefighters and 5 Fire Inspectors for a <br /> total of 107 employees. As the Livermore-Pleasanton Fire Department serves both the <br /> City of Livermore and the City of Pleasanton, the two cities share in the cost of the <br /> operating expenses for the department. The current IAFF MOU is in effect from January <br /> 1, 2012 through June 30, 2014. (The previous contract expired July 2010 and an <br /> extension was granted to December 2011.) <br /> Because the MOU's will expire within a month of each other, negotiations with both <br /> Associations will occur simultaneously, in separate processes. The City's practice is to <br /> introduce the matter at a public session to allow for open discussion prior to final <br /> exchanges of proposals with the Associations. Both contracts are introduced at the <br /> same public session to expedite the process. Agreements reached with the <br /> Associations during the meet and confer process are tentative until the individual <br /> contracts, in their entirety, are ratified by members of the respective Association and <br /> approved by the City Council, and in the case of IAFF, by the Livermore City Council <br /> also. <br /> DISCUSSION <br /> In compliance with the Meyers-Milias-Brown Act, the City will meet and confer in good <br /> faith with representatives of PPOA and IAFF regarding wages, hours, and other terms <br /> and conditions of employment. Typical areas that may be covered during bargaining <br /> include: <br /> Term of agreement: Shorter term contracts which allow for greater flexibility to make <br /> adjustments are prevalent among public sector organizations. During the previous set <br /> of negotiations, the contract terms were three years for PPOA and two and a half years <br /> for IAFF. <br /> Wage Adjustments and Member Contributions: In preparation for wage discussions, <br /> City staff completes salary surveys comparing the average wage for comparable <br /> classifications in similar neighboring agencies. Organizations included in the survey are <br /> outlined in the MOU's and were agreed upon based on geographical proximity, similar <br /> staffing, and type and size of organization. In addition, these agencies serve <br /> populations of comparable size. Finally, other data taken into consideration include the <br /> consumer price index (CPI), which reflects the general cost-of-living increases in the <br /> San Francisco-Oakland-San Jose area. The tables below summarize the wage <br /> adjustments and contribution towards member contribution as a result of previous <br /> negotiations with the two Associations. <br /> Page 2 of 4 <br />
