The major outcomes of recent negotiations are summarized below:
• Agreement was reached to implement a different tier retirement formula (3% @
55) than the one currently provided to public safety personnel (3% @ 50).
Employees hired by the City from other CaIPERS agencies or agencies with
reciprocity with CaIPERS (known as "Classic" employees) were offered this less
expensive formula after the effective date of the contract. On January 1, 2013,
with the enactment of PEPRA (Public Employees' Pension Reform Act of 2013),
"New" members (those not previously covered by CaIPERS or a reciprocal
agency) hired by the City were placed in the 2.7% @ 57 formula tier. John
Bartel, the City's actuary and President of Bartel and Associates, will be present
to provide detailed information on the City's retirement program.
• PPOA and IAFF also agreed to a reduced retiree medical program for its new
employees. Instead of medical coverage for two parties after retirement, the new
program covers the employee only and ends at age 65 (the current Medicare-
eligible age).
• Employees received adjustments to other benefits such as uniform allowance,
certification pays, scheduled time off. The respective MOU's cover the various
elements in greater detail.
Operational Issues: During negotiations, matters related to departmental operations
appropriately included under the scope of representation may be discussed and
Page 3 of 4
