Motion carried by the following vote: <br /> Ayes: Councilmembers Brown, Cook-Kallio, Narum, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> Consider further future discussion of the Mills Act program <br /> Councilmember Narum requested clarification on the recommendation. <br /> Mr. Fialho explained that upon direction by the Council, staff resources would be dedicated to the <br /> development of a Mills Act program to be brought forward for Council consideration. <br /> Councilmember Cook-Kallio asked how much staff time it would require, however, Mr. Fialho could not <br /> say. <br /> Mayor Thorne asked Mr. Fialho's opinion of the program. <br /> Mr. Fialho said his view, which is admittedly an unpopular perspective, is that the program benefits are <br /> often not worth the investment of staff resources and fail to meet the intended objective. <br /> Mayor Thorne said he did not support the recommendation. Vice-Mayor Pentin and Councilmember <br /> Narum concurred. <br /> Councilmember Cook-Kallio said she had no desire to invest considerable time but would like to see an <br /> exploratory analysis of where the program has both succeeded and failed. <br /> City Council Minutes Page 12 of 14 January 21,2014 <br />
