This provides the city with the ability to prevent neglect that would lead to such a
situation.
Vice-Mayor Pentin asked and Mr. Dolan confirmed that this applies to both the interior and exterior of a
structure.
Councilmember Brown requested an explanation of the enforcement procedure.
Mr. Dolan explained that code enforcement would first contact the property owner to explain the
violation and hopefully obtain compliance. Failure to comply would lead to further steps similar to those
used on a commercial structure.
Ms. Seto added that it is a progressive fine process and typically at a certain point, the property owner
realizes it will be less expensive to resolve the problem than to continue receiving fines for
noncompliance.
Councilmember Cook-Kallio inquired about the consequences for a property owner allowing demolition
by neglect to occur but claiming ignorance.
Ms. Seto acknowledged that the resource would be lost but advised that it could drive how the city
chooses to handle subsequent applications for the property.
Mayor Thorne asked and staff confirmed that it also applies to bank-owned foreclosure properties.
City Council Minutes Page 11 of 14 January 21, 2014
