Eliminate Specific Plan references to a National Register District and Federal Historic Preservation Tax Certification Program MOTION: It was m/s by Pentin/Cook-Kallio to Eliminate Specific Plan references to a National Register District and Federal Historic Preservation Tax Certification Program. Motion carried by the following vote: Ayes: Councilmembers Brown, Cook-Kallio, Narum, Pentin, Mayor Thorne Noes: None Absent: None Amend Downtown Design Guidelines to continue to discourage metal roofs, but allow metal shingles with a dull finish and muted color that resemble shake or tile Councilmember Brown said she has seen some very poor examples of metal roofs, but acknowledged that wood shake carries certain fire risks. She said she would prefer natural materials but could support something if it were designed to resemble the natural product while also minimizing safety concerns. Vice-Mayor Pentin said he did not support the amendment. He explained that he has no issue with newer metal roof styles and referred to a home on Second Street and the Firehouse Arts Center as two attractive examples. He noted there was substantial discord over metal roofing materials on the Harvey house but that the owner uses this as part of a rainwater capture system. He agreed that metal materials should have a dull finish but said that as green building moves forward there is definitely a place for metal roofs. Councilmember Brown said she would like to see signage noting the five historic communities, as specific in the Historic Context Statement. Vice-Mayor Pentin shared his support.
