WORKPLAN <br /> Specific Plan by Fehr&Peers.FCS will work closely with the Traffic <br /> Consultant and the City in developing appropriate assumptions for the <br /> project. In addition to the roadway network impacts,the traffic analysis <br /> assume that the Traffic Consultant will include an assessment of internal <br /> circulation issues and constraints for the Specific Plan area. FCS will review <br /> the traffic study for environmental adequacy and will prepare the EIR <br /> section. Our transportation planners will ensure the traffic analysis reports <br /> prepared for this project are adequately presented in the H.R.section to <br /> provide legal defensibility. The Specific Plan circulation design and green <br /> modes plan will help to mitigate traffic impacts and to meet VMT targets for <br /> the plan area. <br /> Growth Inducement: Pursuant to Section 1512640 of the CEQA <br /> Guidelines,FCS will discuss any potential growth-inducing impacts of the <br /> proposed project. The project may require an expansion of:he City's Urban <br /> Growth Boundary to encompass the Plan Area. The project will also include <br /> utility and infrastructure extensions to facilitate the planned growth. <br /> Associated impacts including new housing,employment generation,and <br /> transportation impacts would quantitatively or qualitatively analyzed to the <br /> extent they are applicable. FCS will utilize the Market Analysis prepared for <br /> the Specific Plan to document any market forces for growth and growth <br /> inducement. <br /> Cumulative Projects to be Considered: FCS will work with the City to <br /> develop the appropriate list of cumulative projects. We will describe the <br /> reasonably foreseeable projects that together with the Plan may result in <br /> cumulative impacts.Reasonable foreseeable projects include the recent <br /> approval of the new housing projects to help the City its court mandated <br /> requirements. Project may also include projects constructed..but not <br /> occupied;projects approved,but not constructed;and pending projects for <br /> which pre-filing or filing of an application arc anticipated. <br /> The evaluation area for cumulative impacts would vary depe adent upon the <br /> technical issue to be addressed.Findings of recent court cases will be used to <br /> address all pertinent issues.Cumulative projects will be discussed for each <br /> technical issue.The potential for impacts and levels of significance are <br /> contingent upon the radius or area of interaction with the proposed <br /> development. <br /> Alternatives to the Proposed Action: Pursuant to the CEQA Guidelines <br /> Section 15126.6,and direction from the City,FCS will provide an analysis of <br /> up to three alternatives,including an analysis of the No Project Alternative, <br /> No Project/No Build Alternative,and one modified land use/specific plan <br /> scenario alternative. This will provide a sufficient level of detail to allow the <br /> City Planning Commission and City Council to gain a greater understanding <br /> of all alternatives should a determination be rendered to support an <br /> alternative development scenario.The proposed alternatives section will <br /> culminate with the selection of the environmentally superior alternative in <br /> accordance with CEQA requirements. All impacts will be considered at a <br /> qualitative level,with the exception of traffic,noise,and air quality,which will <br /> be considered quantitatively. <br /> _-.._...._.
