WORKPLAN <br /> Aesthetics,Light,and Glare. The Specific Plan will result in development <br /> of the East Pleasanton Specific Plan area. As such,FCS will evaluate the <br /> expected change in visual character and light and glare,including the effects <br /> of building height and massing,compatibility with surrounding uses, <br /> alterations of views to Mount Diablo and to the hills and ridgelines that <br /> enclose Pleasanton on the west and south. This analysis will employ the use <br /> of renderings prepared as part of the Specific Plan,or visual.;imulations from <br /> predetermined viewpoints. The renderings level of detail will be limited to <br /> general depictions of potentially visible proposed grading,streets,houses, <br /> privacy walls,and street trees (more detailed site improvement such as <br /> sidewalks,landscaping,architectural details,etc.can be included if such <br /> detailed design plans are available). <br /> Potential glare impacts will also be evaluated,including scale and illumination <br /> in relation to existing development,and glare from construction activities and <br /> operations in the Specific Plan Area. Since the Plan Area is c arrently <br /> undeveloped for the most part,lighting of the night sky may be an issue of <br /> concern for current residents. Impacts associated with nighttime lighting <br /> from future uses will also be evaluated. This scope of work does not include <br /> nighttime visual simulations but this can be provided for an additional fcc,if <br /> needed. In addition,the proposed project's aesthetic characteristics will be <br /> assessed in relation to General Plan policies,Zoning Ordinance requirements, <br /> and the City's design standards for commercial retail developments and the <br /> Community Design Guidelines developed for the Specific Plan will be sited. <br /> Mitigation measures will be recommended,if necessary,to reduce any <br /> significant impacts. <br /> Air Quality/Greenhouse Gas Analysis. <br /> FCS will prepare comprehensive air quality and greenhouse gas analysis for <br /> use in preparing air quality and climate changes sections of the Draft E1R. <br /> Air Quality Analysis. As noted in Task 2,Opportunities and Constraints <br /> Analysis,PCS will work proactively with the Planning Team to ensure that <br /> the Plan is self-mitigating to the greatest extent feasible. <br /> The technical air quality analysis will be prepared in accordance with the <br /> CEQA Guidelines and the Bay Area Air Quality Management District's <br /> (BAAQMD) California Environmental Quality Act Air Quality Guidelines. <br /> Although the Guidelines were recently rescinded,this scope assumes that <br /> they will be used for screening purposes to determine whether the project <br /> would result in a significant impact. <br /> The air quality section will describe existing environmental conditions, <br /> regulatory framework,project-generated air quality impacts,:ilitigation to <br /> reduce those impacts that are identified as potentially significant,and an <br /> evaluation of significance after the application of mitigation measures. The <br /> air quality section will describe the existing local ambient air quality condition, <br /> identify regional and local sources of air pollution,and discuss alternative <br /> transportation options for the Specific Plan area. FCS will also identify and <br /> discuss current air quality planning documents and activities.
