WORKPLAN <br /> City related to air quality. <br /> If specific land use sizes or site layouts are proposed,the analysis will quantify <br /> construction and operational impacts of ROG,NOx,carbon.monoxide, <br /> PM10,and PM2.5 using emission factors and methodologies developed by <br /> the ARB,the BAAQMD,and other agencies. FCS will estimate the project's <br /> potential impact as a function of increased emissions above the existing <br /> baseline. The emissions analysis will also account for the trip generation,trip <br /> diversion,internal capture rates,and project-specific trip lengths,if provided <br /> in the project's traffic impact analysis. However,if the Specific Plan does not <br /> include project-level details,we will assess the project's gene•ation of criteria <br /> pollutants and ozone precursors using the projected vehicle miles traveled or <br /> trip increase relative to the area's projected population increase,and <br /> consistency with the current air quality plan. <br /> PCS will conduct a screening analysis for construction and operational toxic <br /> air contaminants and carbon monoxide.We will conduct a plan-level analysis <br /> of potential toxic air contaminants using overlay zone,around existing and <br /> planned sources of toxic air contaminants. We will identify the location of <br /> nearby and onsite existing or planned sources of odors,including Pleasanton <br /> Garbage Service and asphalt batch plant and will recommend policies to <br /> reduce potential odor impacts,if warranted. FCS will determine consistency <br /> with applicable air quality plans for the air basin and will conduct a <br /> cumulative air quality analysis. <br /> Climate Change Analysis. FCS will analyze two aspects of climate change: <br /> • The project's contribution to climate change through emissions of <br /> greenhouse gases (GHGs) <br /> • The potential impact to the project through the environmental effects of <br /> climate change <br /> On February 13,2012,the Pleasanton City Council unanimously voted to <br /> adopt and certify the City's Climate Action Plan,underscoring the City's <br /> commitment to sustainability and reducing community-wide greenhouse gas <br /> (GHG)emissions 15%below 2005 levels by 2020.This reduction goal is <br /> deemed by CARB,the BAAQMD,and the California Attorney General to be <br /> consistent with the state-wide AB 32 goal of reducing emissions to 1990 <br /> levels. <br /> FCS will evaluate the Specific Plan's consistency with the City's adopted <br /> Climate Action Plan. However,potential impacts on the project from climate <br /> change,such as the potential for wildfires,would be analyzed in other <br /> technical sections. The climate change section would include a discussion of <br /> the environmental and regulatory setting for climate change,and discuss the <br /> project's potential contribution of greenhouse gas emissions. <br /> FCS will prepare an emissions inventory of the major greenhouse gas sources <br /> for construction and operation of the project.The emissions inventory would <br /> use the most current version of URBFM!S and the BAAQMD's Greenhouse <br /> Gas Model (BGM),or the newest version of Call:EMod,if::ecommendcd by <br /> the BAAQMD at the time of document preparation.
