P13-2458, Downtown Revitalization District In-Lieu Parking Fee <br /> Environmental Checklist <br /> Community Character Element <br /> Policy 2: Improve the visual appearance of the Downtown. <br /> Program 2.1: Adopt a plan to improve the visual appearance of the major street <br /> entries to the Downtown with special landscaping, lighting, and signage. <br /> Policy 4: Enhance the Downtown as a focus of community activity. <br /> Standards of Significance <br /> For purposes of this environmental document, an impact is considered significant if the <br /> proposed project would: <br /> • Substantially alter an approved land use plan that would result in physical change <br /> to the environment. <br /> Less Than <br /> Potentially Significant Less Than No <br /> Land Use Planning Significant with Significant Impact <br /> Would the project: Impact Mitigation Impact <br /> incorporation <br /> a) Physically divide an established X <br /> community? <br /> b) Conflict with any applicable land <br /> use plan, policy, or regulation of an <br /> agency with jurisdiction over the X <br /> project (including, but not limited to <br /> the general plan, specific plan, local <br /> coastal program, or zoning <br /> ordinance) adopted for the purpose <br /> of avoiding or mitigating an <br /> environmental effect? <br /> c) Conflict with any applicable <br /> habitat conservation plan or natural X <br /> community conservation plan? <br /> Discussion <br /> a.-c. No physical changes, such as demolition, grading, trenching, or construction are <br /> proposed as part of the PMC amendment. The proposed amendment will not physically <br /> divide an established community. The PMC amendment is an attempt to enhance <br /> Downtown and preserve the character of Downtown by giving the City discretion to allow <br /> developers/owners the opportunity to provide amenities in the Downtown. This is <br /> consistent with the applicable policies and programs of the Pleasanton General Plan and <br /> Downtown Specific Plan.
