No physical changes, such as demolition, grading, trenching, or construction are <br /> proposed as part of the PMC amendment. Future development projects that required a <br /> physical change to a site and/or building would be required to demonstrate, if applicable, <br /> that GHG emissions would not have a significant effect on the environment. The proposed <br /> amendment is not anticipated to create any new or additional impacts which have not <br /> already been studied in the Pleasanton General Plan, CAPS and Downtown Specific Plan <br /> EIRs. Therefore, these would be of no impact <br /> 5.5 5.5 LAND USE AND PLANNING <br /> Environmental Setting <br /> The PMC amendment applies to the Downtown Revitalization District, as described in the <br /> Project Description section of this report. <br /> Of of Pleasanton General Plan <br /> The City of Pleasanton General Plan establishes comprehensive long-term land use <br /> policies for the City of Pleasanton with policies and programs that provide direction for <br /> planned growth in the City of Pleasanton. The General Plan policy and program <br /> applicable to the PMC amendment include: <br /> Land Use Element <br /> Policy 12: Preserve the character of the Downtown while improving its retail and <br /> residential viability and preserving the traditions of its small-town character. <br /> Program 12.1: Implement the 2002 Downtown Specific Plan and necessary <br /> rezoning. <br /> Pleasanton Downtown Specific Plan <br /> The overall goal of the Downtown Specific Plan is to improve upon the commercial and <br /> residential viability of the Downtown while preserving the traditions of its small-town <br /> character and scale's. The policies and programs applicable to the PMC amendment <br /> include: <br /> Land Use Element <br /> Policy 3: Preserve the character of the Downtown while improving its retail and <br /> residential viability and preserving the traditions of its small-town character. <br /> 26 <br />
