P13-2458, Downtown Revitalization District In-Lieu Parking Fee <br /> Environmental Checklist <br /> mini-plazas) and preserving the character of the Downtown was addressed in the <br /> Pleasanton General Plan and Downtown Specific Plan and the corresponding EIR's. <br /> The Pleasanton General Plan required no mitigation/improvement measures for land use <br /> and planning impacts and deemed all land use and planning impacts without mitigation <br /> as being less than significant. The PMC amendment is not anticipated to create any new <br /> or additional impacts which have not already been studied in the Pleasanton General <br /> Plan and Downtown Specific Plan EIRs. Therefore, these would be of less than <br /> significant. <br /> 5.6 TRANSPORTATION AND TRAFFIC <br /> Environmental Setting <br /> The Downtown Specific Plan Area is located in an urbanized area and the Downtown <br /> Revitalization District is the primary commercial district Downtown. No physical <br /> changes, such as demolition, grading or construction, are proposed as part of the PMC <br /> text amendment. <br /> Standards of Significance <br /> For purposes of this environmental document, an impact is considered significant if the <br /> proposed project would: <br /> �► Result in reducing the Level of Service from "D" to "E" or worse, as applicable per <br /> the Pleasanton General Plan. <br /> Less Than <br /> Potentially Significant Less Than No <br /> Transportation and Traffic, Significant with Significant Impact <br /> Would the project: Impact Mitigation Impact <br /> Incorporation <br /> a) Cause an increase in traffic which <br /> is substantial in relation to the <br /> existing traffic load and capacity of <br /> the street system (i.e., result in a <br /> substantial increase in either the X <br /> number of vehicle trips, the volume <br /> to capacity ratio on roads, or <br /> congestion at intersections)? <br /> b) Exceed, either individually or <br /> cumulatively, a level of service <br /> standard established by the county X <br /> congestion management agency for <br /> designated roads or highways? <br /> 28 <br />
