P13-2458, Downtown Revitalization District In-Lieu Parking Fee <br /> Environmental Checklist <br /> Developed/Urbanized/Urban and Built-Up land by the California Department of <br /> Conservation. <br /> No physical changes such as construction or demolition are proposed as part of this PMC <br /> amendment. These types of amenities and land uses were addressed in the Pleasanton <br /> General Plan and in the Downtown Specific Plan EIRs. Furthermore, the Pleasanton <br /> General Plan required no mitigation/improvement measures for agricultural and forest <br /> resource impacts and deemed the impacts without mitigation as being less than <br /> significant. <br /> The PMC amendment is not anticipated to create any new or additional impacts which <br /> have not already been studied in the Pleasanton General Plan and Downtown Specific <br /> plan EIR. There is not existing farmland, agriculturally zoned parcels or Williamson Act <br /> contracts within the Downtown Area. There will not be a loss of forest land or <br /> conversation of forest land to non forest use and there will not be any other changes in <br /> the existing environment that could result in conversation of farmland to non-agricultural <br /> use. Therefore, these would be of no impact. <br /> 5.4 GREENHOUSE GAS EMISSIONS <br /> Environmental Setting <br /> The Bay Area Air Quality Management District (BAAQMD) encourages local jurisdictions <br /> to adopt a qualified Greenhouse Gas (GHG) Reduction Strategy that is consistent with <br /> Assembly Bill (AB) 32 goals. AB 32 mandated local governments to adopt strategies to <br /> reduce GHG emissions. Consistent with the objectives of AB 32, the City of Pleasanton <br /> has adopted a Climate Action Plan (CAP) to outline strategies to reduce GHG emissions <br /> to reduce emissions to 1990 levels by the year 20202. <br /> STANDARDS OF SIGNIFICANCE <br /> For purposes of this environmental document, an impact is considered significant if the <br /> proposed project would: <br /> • Be inconsistent with a qualified GHG Reduction Strategy. <br /> Less Than <br /> Potentially Significant Less Than No <br /> Greenhouse Gas Emissions Significant with Significant Impact <br /> Would the project: Impact Mitigation Impact <br /> Incorporation <br /> a) Generate greenhouse gas <br /> emissions, either directly or X <br /> indirectly, that may have a <br /> significant effect on the <br /> environment? <br /> 25 <br />
