TASK 13: MILITARY NOTIFICATION PROCESS FOR LOCAL <br /> PLANNING PROPOSALS (SB 1462) <br /> Senate Bill 1462 that requires cities and counties to notify the United States <br /> Military when projects are within military land use areas,or changes to the <br /> general plan may affect military land use areas.The intention is to create a <br /> local notification process whereby the United States Military will be <br /> informed of certain local land use proposals in an effort to prevent land use <br /> conflicts between local communities and military installations and training <br /> activities. <br /> The jurisdiction or project is affected if it meets one of the following: <br /> • Located within 1,000 feet of a military installation or, <br /> • Beneath a low-level flight path; or, <br /> • Within special use airspace as defined in Section 21098 of the Public <br /> Resource Code. <br /> Based on a review of the above listed items, the City is not affected by the <br /> requirements of SB 1462. PMC can provide the City with a memo <br /> identifying the requirements and how this does not apply to the City due to <br /> your location. <br /> TASK 14: DISADVANTAGED COMMUNITIES (SB 244) <br /> Task 14.1 Initial Analysis to Determine Disadvantaged <br /> Communities <br /> SB 244 defines an unincorporated disadvantaged community as a place that <br /> contains ten or more dwelling units in close proximity to one another; is <br /> either within a city sphere of influence, is an island within a city boundary, <br /> or is geographically isolated and has existed for more than 50 years; and has <br /> a median household income that is 80 percent or less of the statewide <br /> median household income. <br /> PMC will complete an initial review to determine if any unincorporated <br /> disadvantaged communities exist within the city that meet the requirements <br /> of SB 244. PMC will prepare a short memo for City staff to present at a <br /> public hearing to address the requirements. <br />
