Task 14.2 Complete Analysis of Identified Disadvantaged <br /> Communities (Optional task) <br /> Based on PMC's initial review, additional analysis may need to be <br /> completed. If such analysis is needed, PMC will complete the following: <br /> • Identify any disadvantaged unincorporated communities, and provide a <br /> map identifying any such areas. <br /> • Review water,wastewater, stormwater drainage, and structural fire <br /> protection needs in unincorporated communities with ten or more <br /> dwellings,and analyze financing mechanisms that could feasibly be <br /> used to extend services to those communities. <br /> • Identify options associated with the use of benefit assessment districts <br /> or other financing alternatives that could make the extension of services <br /> to these communities financially feasible. <br /> • Work with City staff to determine if the City is in the process of or in <br /> the near future considering annexing territory that could be impacted <br /> by SB 244. <br /> • Work with the City to determine if any local developers may be <br /> impacted by the annexation piece in this bill. Should this be the case, <br /> PMC will notify the identified developers. <br /> PMC will conduct an analysis to address the requirements of SB 244 and <br /> prepare a memo for City staff to present at a public hearing to address the <br /> requirements. <br /> Task 14.3 Amendment of the Land Use Element <br /> (Optional task) <br /> Once PMC has completed the analysis we will either(1) determine that an <br /> amendment to the Land Use Element is required or(2) conclude that no <br /> targeted SB 244 Land Use Element amendments would be necessary. <br /> If it is determined that an amendment is required, PMC will work with <br /> staff to amend the Land Use Element and will prepare a draft report of the <br /> suggested amendments to the City's goals and programs relating to the <br /> requirements of SB 244. <br />
