PMC will provide a written analysis explaining that the changes to the <br /> Housing Element are"...minor technical changes or additions and that <br /> none of the conditions described in Section 15162 calling for the <br /> preparation of a subsequent EIR...have occurred." It is assumed that PMC <br /> will provide a brief discussion of each of the new or revised <br /> policies/programs to demonstrate that implementation of these <br /> policies/programs would not result in physical effects which were not <br /> previously considered.The addendum will also provide a comparison of the <br /> housing assumed in the General Plan EIR with that identified in the <br /> Housing Element update. PMC does not assume preparation of an Initial <br /> Study checklist. <br /> An addendum need not be circulated for public review.The City would <br /> adopt findings based on the addendum (or simply attach the addendum <br /> analysis to the resolution) at the time the Housing Element is considered. <br /> PMC will begin preparation of the addendum during preparation of the <br /> public review draft Housing Element. This will ensure that the project <br /> being analyzed is clear but can be updated if subsequent changes are <br /> incorporated. PMC assumes approximately three weeks for preparation of <br /> the administrative draft addendum. <br /> TASK 11: PROJECT MANAGEMENT <br /> PMC will ensure regular communication with City staff via phone and <br /> e-mail as needed. PMC suggests setting up monthly conference calls to <br /> discuss any outstanding items and next steps for the project. <br /> TASK 12:TRIBAL COORDINATION (SB 18) <br /> PMC will support City staff with tribal coordination pursuant to the <br /> requirements of Senate Bill (SB) 18. PMC will prepare a letter to the Native <br /> American Heritage Commission to identify and support the protection of <br /> any traditional tribal cultural places. Drawing on our experience <br /> coordinating with tribal governments to understand Native American issues <br /> in past Housing Elements,we will also help City staff address special <br /> housing needs,constraints, and policies for Native American communities <br /> as appropriate in the Housing Element update. <br /> PMC will provide a draft SB 18 letter and address tribal topics in the <br /> Housing Element update, as appropriate. <br />
