and operating costs of monitoring facilities shall <br /> be at the sole expense of the industrial user. <br /> Frequency of monitoring shall be determined by <br /> Engineer. Service charges shall be the sum of de- <br /> mand charges based on the maximum-month average day <br /> discharge of the billable parameters, loading charges <br /> based on the quantity of billing parameters discharged <br /> during the billing period, and monitoring costs. If <br /> the user's wastewater strengths are relatively con- <br /> stant, Engineer may establish a unit rate per 100 <br /> cubic feet of wastewater discharge. Such rates shall <br /> be constant throughout the rate period unless the <br /> Engineer determines that there has been significant <br /> change in the user's operation which would materially <br /> affect sewage strengths. <br /> <br /> (4) SCHOOLS: Schools shall be charged a unit rate per 100 <br /> cubic feet of metered water delivered. <br /> <br /> (5) NONRESIDENTIAL: Nonresidential users not receiving <br /> metered water service shall be charged a unit rate <br /> per fixture unit connected to plumbing discharging <br /> to the sewerage system. The Uniform Commercial <br /> Plumbing Code shall be used to assign the number of <br /> fixture units. Engineer may require unmetered users <br /> to install appropriate metering devices at user's <br /> expense should the Engineer suspect that the fixture <br /> unit method of sewage measurement does not adequately <br /> reflect discharges made by said user. <br /> <br /> (b) CONNECTION FEES: Connection fees shall be calculated in <br /> the manner set forth in Article 2 of this chapter. <br /> <br />5. SEWER SERVICE CHARGES: Users of the treatment works shall be ~I <br /> and are hereby required to pay bimonthly sewer service charges <br /> in accordance with the schedule set forth in the Resolution <br /> Establishing Fees and Charges for Various Municipal Services <br /> for the City of Pleasanton. The service charge accrual shall <br /> commence on the date the customer makes the service connection <br /> or on the date the District's or City's facilities are ready <br /> for use. If a commercial, industrial or institutional customer <br /> receives water soleley for irrigation purposes through a totally <br /> separate meter and system, such irrigation water shall not be <br /> included in determining average monthly use. <br /> <br />6. DISTRICT CONNECTION FEES: A District Connection Fee is hereby <br /> established at $735 per equivalent single-family residential con- <br /> nection. It shall be levied and is due and payable to the City <br /> at the time connection is requested. Monies collected by the <br /> City shall be payable monthly to the District to be deposited <br /> to the Sewer Expansion Fund. <br /> <br />7. USE OF SERVICE CHARGE REVENUES: General revenues derived from <br /> Sewer Service Charges may be used to defray any regional <br /> <br /> <br />
