costs of the District and local costs of the City: <br /> (a) SERVICE CHARGES: Bimonthly service charges shall <br /> be assessed to all system users. Such charges shall <br /> be based upon the cost of service to treat both the <br /> volume and strength of wastewater discharge as deter- <br /> mined by contribution to both average and peak system <br /> use. Service charges shall be comprised of user charges <br /> and industrial cost recovery charges where applicable. <br /> <br /> (1) USER CHARGE: User charges shall be levied on all <br /> existing users of the treatment works to recover <br /> their proportional share of capital and operation <br /> and maintenance costs (including replacement)- <br /> <br /> (2) INDUSTRIAL COST RECOVERY (IRC): Upon discontinu- <br /> ance of any federal moratorium thereon, ICR charges <br /> shall be levied on nongovernmental and nonresidential <br /> users of the treatment works whose average daily <br /> wastewater discharge exceeds 25,000 gallons, 501b <br /> BOD or 37 lb SS to recover from them an amount equal <br /> to Public Law 92-500. The recovery period shall be <br /> 30 years, and no interest shall be assessed. ICR <br /> charges shall reflect actual usage of the treatment <br /> works. If any industry ceases operation, ICR charges <br /> shall discontinue, and no liability for unbilled ICR <br /> shall accrue. <br /> (b) CONNECTION FEES: Connection fees shall be assessed <br /> new system users at the time a connection permit is request- <br /> ed to recover local costs of the City and District capital <br /> costs of treatment works expansions, improvements and re- <br /> habilitation or any other sewer related purposes. <br /> <br />4. (a) SERVICE CHARGES: Service charges shall be calculated <br /> £n the following manner: <br /> <br /> (1)RESIDENTIAL: Service charges shall be a flat rate <br /> per dwelling unit. <br /> <br /> (2) COMMERCIAL: There shall be di{fer~nt unit rates per <br /> 100 cubic feet of metered water delivered for user cate- <br /> gories, as defined by the council from time to time, <br /> to reasonably reflect their cost of service subject <br /> to a minimum bimonthly charge equal to the single- <br /> family residential charge. <br /> <br /> (3) INDUSTRIAL: All users subject to ICR charges as <br /> defined in Section 3 (a) (2) of this ordiance shall <br /> be billed according to measured discharges of waste- <br /> water flows and BOD and SS. Such measurements shall <br /> be obtained from monitoring facilities installed at <br /> the points of~'discharge to the sewer system at a <br /> point approved by the Engineer.
