expense incurred by the District or any local expense incurred <br /> by the City except the revenues obtained from Industrial Cost <br /> Recovery charges so recovered. Of the ICR, 50 (fifty) percent <br /> shall be returned, at. least annually, to the U.S. Treasury, <br /> together with any interest earned thereon, and 40 (forty) <br /> percent shall be deposited in U.S. obligations or securities <br /> guarenteed by the federal government. The remaining 10 (ten) <br /> percent shall be used by the City as it sees fit. <br /> <br />Section 2. This ordinan~e~shall become effective thirty (30) days after <br />the date of its final passage and adoption. <br /> <br />Section 3.
