Mr. Mike Tassano <br /> I_ City of Pleasanton <br /> October 24,2013 <br /> mink Page 3 <br /> Bid Assistance for Roadway Construction <br /> BKF and its subconsultants will be available to attend meetings, review bids and provide <br /> ENGINEERS clarifications, addendums and written recommendations during the bid circulation period of the <br /> SURVEYORS Roadway Package. BKF requests a budget amount of$5,000 to perform bid assistance for the <br /> Roadway Package. <br /> PLANNERS <br /> Caltrans Rider for Additional Work Scope <br /> After obtaining Caltrans approval on the Project plans and specifications, the City provided BKF <br /> with comments on July 18, 2013 and September 18,2013. <br /> Given the late receipt of the comments, the more inconspicuous comments, which comprised the <br /> majority of the comments, were incorporated to ensure competitive pricing would be received <br /> during bids with the understanding that the revisions would have to be subsequently submitted to <br /> Caltrans for approval as a rider to the Caltrans encroachment permit. The cost of incorporation of <br /> the inconspicuous comments that were incorporated in the bid set is excluded from this <br /> amendment. <br /> Other comments that are more substantial in nature are pending incorporation and require <br /> additional work and effort which may have to be issued as a Contract Change Order (CCO) <br /> depending on the timing of the resolution. The comments include revisions to the design and <br /> specifications to provide a crosswalk across W Lagoon Road, the incorporation of recent <br /> electrical work performed in the area, drainage improvements under the bridge, and the use of <br /> LED lighting within the traffic signal systems. <br /> Additional supplemental field surveys will be required to design these new design features to <br /> incorporate areas that were originally outside of the immediate Project limits and changed field <br /> conditions due to recent construction. Per the City comments, a new signal plan would be <br /> required for the intersection of Bernal Avenue and West Lagoon Road. The signal modification <br /> to LED lighting at two intersections along Bernal will require lighting calculations where we <br /> assume that an IES file for the LED lights can be provided by the City or manufacturer for use in <br /> the lighting calculations. BKF assumes that the lighting calculations will yield that LED <br /> replacement light will suffice; however, if this is not the case and additional lighting standards are <br /> required, the addition of lighting standards is not included in this proposal and will be considered <br /> as extra work. Additionally, this proposal assumes that the proposed drainage improvements at <br /> the bridge abutments will not require separate processing by Caltrans Headquarters Structures <br /> Department. Should this not be the case, more effort will be required to process the change <br /> through Caltrans; this additional effort would be considered as extra work separate from this <br /> proposal. Based on previous correspondences, BKF understands that the comment requiring an <br /> asphalt overlay along Bernal Avenue will be performed by a separate project and thus is not <br /> included in this proposal. <br /> All the revisions to the contract documents made after the issuance of the encroachment permit <br /> set will require the processing and further review by Caltrans of an encroachment permit rider. <br /> 4670 Willow Road, The effort associated with the incorporation of the more substantial comments received after the <br /> Suite 250 encroachment permit, preparation of a CCO, and processing for an encroachment permit rider is <br /> Pleasanton, CA estimated at $38,000. <br /> 94588 <br /> ph 925.396.7700 <br /> Fax 925.396.7799 <br /> www•bkF com <br />
