then staff recommends option 4 to allow for discussion with StopWaste regarding the <br /> potential for a waiver/delay of certain program requirements. <br /> Other StopWaste Matters <br /> As the Council may recall, effective July 1, 2013, StopWaste began collecting its <br /> Benchmark Information Service Fee ranging from $1.81 to $21.72 per year for all <br /> Alameda County refuse customers. The City has fielded calls inquiring about this fee <br /> and has been clarifying that it is not a City fee. PGS collects the Benchmark fee on <br /> behalf of StopWaste. <br /> At the July 24, 2013 Board meeting, the StopWaste Board directed its staff to develop a <br /> proposed ordinance for a new household hazardous waste fee for consideration at a <br /> future Board Meeting. Based on the current available analysis, the new fee would be <br /> approximately $9 per occupied dwelling unit. If approved, the new fee would be placed <br /> on the tax rolls and collected by the Alameda County Assessor's office with no <br /> involvement from the City. <br /> StopWaste currently provides services to dispose of household hazardous waste <br /> through a Joint Powers Agreement with Alameda County. The Household Hazardous <br /> Waste Program (program) is funded through a fee on solid waste disposal at landfills in <br /> Alameda County. The fee is $2.15 per ton and has remained unchanged since 2000. <br /> The program supports four drop off locations throughout the County in Fremont, <br /> Hayward, Livermore, and Oakland. Oversight and funding responsibility for this <br /> program rests with the Alameda County Waste Management Authority Board. Due to <br /> the success of reducing waste from landfills, the per ton fee revenue has decreased. <br /> The Alameda County Waste Management Authority Board was provided several models <br /> of operating ranging from an austerity model to an expanded model and is considering <br /> an expanded model. <br /> The intent of the new fee is to expand existing household hazardous waste services by: <br /> • Increasing service at the Oakland facility to 4 days a week (Wednesday- <br /> Saturday). <br /> • Increasing service at the Hayward and Livermore facilities to be open 2 days <br /> every week (Friday and Saturday). <br /> • Establishing 12 community drop-off events a year to jurisdictions with low <br /> participation. <br /> The estimated cost of this service expansion is approximately $4.9 million a year. <br /> To date, StopWaste has received input from the public through four community <br /> meetings held throughout the County and at its Board meeting. Based on the current <br /> schedule, on December 18, 2013 the Alameda County Waste Management Authority <br /> Board will consider whether and when to schedule a meeting for possible adoption of <br /> the fee with final adoption scheduled for January or February of 2014. However, as of <br /> this writing, the December 18 agenda has not yet been posted and as such, it is <br /> uncertain if this matter will be heard at that time. <br /> Page 4 of 5 <br />
