As part of its review of the potential fee, and according to the July 18, 2013 StopWaste <br /> Staff Report (Attachment 3), adoption of the new fee is subject to Proposition 218, <br /> which requires mailing a notice and ballot to all affected property owners 45 days before <br /> the final decision is made. Under Proposition 218, property owners may also choose to <br /> vote in support or protest the fee. At the meeting for which final action is scheduled by <br /> the StopWaste Board, a tally of the ballots received will be made.
