Proposal <br /> First Cdulxni <br /> Concord Naval Weapons Station Reuse Project EIR Addendum,City of Concord. In 2006,the City initiated a <br /> three-phase,multiyear process to develop a Reuse Plan for the Concord Naval Weapons Station. Following <br /> certification of the associated Final EIR and adoption of the Reuse Plan,the City initiated preparation of an Area <br /> Plan. The Area Plan is an implementing format for amendment of the Concord 2030 General Plan to include the <br /> vision of the Reuse Plan. The Addendum has been prepared to assess impact differences between the Reuse <br /> Plan and the Area Plan that are based on the Final EIR and to determine whether,and to what extent,the Reuse <br /> Plan Final EIR is sufficient for addressing impacts and providing mitigations for the Concord Reuse Project Area <br /> Plan. <br /> Environmental Impact Report Addendum for a Downtown Mixed Use Project, City of Santa Rosa. FCS was <br /> retained to prepare an addendum to the Final Environmental Impact Report(EIR)for a downtown Mixed-Use <br /> Project(DMUP), including the White House and Rises sites in Santa Rosa. The project included a General Plan <br /> Amendment and Zone Change,and comprises two 12-story structures with ground-floor retail and above- <br /> ground parking. The development of the White House site included 182 dwelling units, 16,050 square feet of <br /> retail,and 750 parking spaces. Development of the Rises site included 96 dwelling units, 15,090 square feet <br /> of retail,and 96 parking spaces. In addition to the Addendum,General Plan Amendment,and Zone Change; <br /> FCS provided a thorough discussion of the modifications to the DMUP as they related to the development of <br /> the project sites to ensure the legal adequacy and defensibility of the changes to the project sites and to <br /> ensure the project was in compliance with CEQA and City of Santa Rosa guidelines and regulations. <br /> Addendum to Mitigated Negative Declaration for Napa Junction, City of American Canyon. FCS prepared an <br /> Addendum to the Mitigated Negative Declaration for Phase II of the Napa Junction Mixed-Use Project in <br /> American Canyon. The project consists of a three-phase commercial retail and residential development on <br /> State Route 29 and Phase II included a Wal-Mart Supercenter. The original Mitigated Negative Declaration <br /> was the subject of a legal challenge and was found to be inadequate by a state judge in 2006. FCS was <br /> retained by the City of American Canyon to correct the inadequacies in the document. The judge ruled in May <br /> 2007 that the Addendum to the original Mitigated Negative Declaration adequately corrected the inadequacies <br /> and allowed the project to move forward. <br /> Environmental Impact Report Addendum for the College Park Mixed-Use Project, City of Upland. FCS was <br /> contracted to prepare the College Park Project Environmental Impact Report(EIR)and EIR Addendum,a 39- <br /> acre mixed-use project in the City of Upland. A strategic approach with consultation and public <br /> information/participation as a key element was pursued prior to EIR project initiation based on recognition of <br /> agency consultation and coordination as critical to project success. Key issues addressed in the EIR include <br /> land use,transportation/circulation,geology and soils,hydrology and water quality,air quality,and noise. The <br /> proximity of the project site to the Claremont Colleges and the Montclair Transit Center supported and <br /> reinforced pedestrian/bike/transit use,with linkages to these destinations integrated in the site design. The <br /> residential product is oriented to serve the college market,both students and faculty. After certification of the <br /> EIR,an Addendum was prepared to address the environmental effects of eliminating approved hotel and <br /> office-professional uses in the northwest portion of the site,and substituting single-family detached homes. <br /> The Addendum to the certified Final EIR was subsequently adopted. <br /> Environmental Impact Report Addendum Bakersfield Pacific Gas and Electric Electrical Facilities, City of <br /> Bakersfield. FCS was retained to prepare an Addendum to include the implementation of Pacific Gas&Electric <br /> electrical facilities to the City in the Hills project. These electrical facilities include a transmission line, <br /> substation,and distribution line. These facilities would provide a source of power for the initial City in the Hills <br /> developments as well as provide electrical service support to a proposed California Water Company water <br /> treatment plant.
