Proposal <br /> k.► FirstC,iibor <br /> Relevant Experience <br /> FirstCarbon Solutions has completed environmental and planning documents for over 6,000 projects,many of <br /> which involved complex and controversial issues. We have prepared a full range of CEQW/NEPA planning <br /> documents for a variety of projects,including mixed-use,high-density,infill,and housing development projects. <br /> Most notably,FirstCarbon Solutions prepared the Pleasanton Housing Element Update EIR Addendums for the <br /> Residences at California Center,Vintage Sustainable Mixed Use Village,Anton Hacienda,and Commons at <br /> Gateway projects. In addition,FirstCarbon is currently preparing a similar Addendum for the Summer Hill Homes <br /> project. The following presents FirstCarbon's relevant experience in preparing Addendums and Expanded Initial <br /> Studies outside of the City of Pleasanton. <br /> High density residential project in San Mateo(Private client) Under Mary Bean's direction, FCS(Janna <br /> Waligorski) prepared an expanded initial study/addendum for a high density residential project in San Mateo, <br /> CA. The initial study/addendum analyzed all CEQA topic areas to confirm whether the revised project design <br /> would result in any impacts that were not disclosed in a prior mitigated negative declaration. <br /> Specific tasks included revising and refining the prior addendum prepared by the City of San Mateo to address <br /> all current CEQA topics and checklist questions, including new guidance relating to greenhouse gas emissions, <br /> agriculture,and transportation. FCS also revised and refined the prior addendum to reflect the new project <br /> site plan and incorporated summaries of all updated technical reports provided by the project applicant. <br /> Wherever needed,FCS strengthened the prior analysis to ensure legal defensibility. <br /> Hacienda Park Site 1 and Site 2. Mary Bean directed the preparation of an initial study analyzing an <br /> application submitted by BRE Properties, Inc.(applicant)to construct and operate two high-density <br /> residential/mixed-use developments at Sites 1 and 2 within Hacienda Park in the City of Pleasanton. <br /> The initial study analyzed the project within the context of prior environmental documents that in many cases <br /> addressed all potential impacts of the project as proposed. The prior documents included the City's General <br /> Plan EIR, Housing Element EIR,and several ordinances and a Settlement Agreement related to Hacienda <br /> Business Park. In all,four separate CEQA documents have been prepared that address in some manner the <br /> environmental effects related to the redesignation or rezoning of the project sites and/or the adoption of <br /> development standards specific to the project sites. Accordingly,the initial study made use of CEQA Section <br /> 15183 and PRC Section 21083.3 to streamline the environmental review process for qualifying projects <br /> consistent with applicable general plan,community plan,and zoning designations. <br /> Addendum to General Plan Environmental Impact Report, City of San Ramon. FCS was contracted by the City <br /> of San Ramon Planning Department, Planning Services Division,to provide expert consulting services to assist <br /> the Planning Services Division with a myriad of environmental tasks. FCS's initial task was to provide an <br /> Addendum to the Final Environmental Impact Report(EIR)for the San Ramon 2020 General Plan,and ensure <br /> consistency with the San Ramon 2020 General Plan and San Ramon Zoning Ordinance. The Addendum <br /> focuses on a 32-acre parcel of land located within the vicinity of Bollinger Canyon Road and Camino Ramon, <br /> including the City Civic Center site and Bishop Ranch 2. Based on information provided by the City(i.e.,revised <br /> Zoning Ordinance language),FCS provided an extensive analysis pertaining to the details of the Mixed Use <br /> zoning designation and its relation to the issues addressed as part of the Final EIR for the San Ramon 2020 <br /> General Plan. The analysis was performed to ensure legal adequacy and defensibility of the project,and <br /> compliance with city and state CEQA guidelines and other applicable regulations. <br /> www.firstcarbonsolutions.com 4 <br />
