Proposal <br /> IL FirstCm bon <br /> resources,and hazardous materials. <br /> Bell Village Affordable Housing Project IS/MND, Town of Windsor. FCS was retained to provide environmental <br /> review and preparation of an Initial Study and Mitigated Negative Declaration(IS/MND)for the Bell Village <br /> Project. The project consists of a 25-acre mixed use, mixed-income project featuring 403 residential units <br /> located within 30 two-story townhouses and 373 three-and four-story,high-density private condominiums over <br /> underground parking. The residential component will comprise amenities such as a recreational center, <br /> swimming pool,community gardens,play areas,tennis courts,and a dog park. The project also will include a <br /> commercial element which will consist of 12,000 square feet of executive office space,4,000 square feet of <br /> second floor courtyard,and 65,000 square feet of retail—including a grocery store,bank, pharmacy,and other <br /> neighborhood services. The issues of concern are aesthetics,air quality, biological resources,cultural <br /> resources,hazardous material,noise,etc. <br /> Santa Teresa Development Project IS/MND, City of San Jose. FCS prepared an Initial Study)for a 1.46-acre <br /> residential development project located at 5885 Santa Teresa Boulevard in San Jose. The Applicant submitted <br /> a General Plan Amendment request to the City's Planning Department to change the land use designation of <br /> General Commercial to Medium High Density Residential. The project also required approval of a Change of <br /> Zone from Planned Development to Multiple Residence to allow attached residential uses. Key issues <br /> identified were land use compatibility,noise,geologic hazards,ordinance trees, parking,schools,and traffic. <br /> www.firstcarbonsolutions.com 6 <br />
