Mr. Brozosky asked if equestrian use needs to be included in the language as an <br /> allowed use on a primary trail. <br /> Mr. Rasmussen commented that the Plan only allows trails to be used for pedestrian and <br /> bicycle use. <br /> Mr. Thorne asked if it would require a staging area on the Bernal property. <br /> Mr. Rasmussen stated it would be required. <br /> Mr. Fialho commented that flexibility is important to maintain, and the policy as to allow <br /> equestrian use can be developed at a later time. <br /> Mayor Hosterman agreed that policy issues can be addressed later. She stated that she <br /> is comfortable with the current language. <br /> Mr. Brozosky commented that if it connects, then it could be a good concept. He asked if <br /> they would want to include the flexibility to allow it, but not the specifics as to how to provide for <br /> the use. This would allow for the potential in the future. <br /> Mr. Rasmussen clarified that it would be for the west side of the property. <br /> All councilmembers concurred for the west side. <br /> Mr. Brozosky noted that he would hate to place limitations on the issue. <br /> Mr. Fialho noted that there is a portion on the east side that does not have sports areas <br /> and It was good to keep the issue as general as possible, and take it up at a later date. <br /> Mr. Brozosky commented that he was comfortable in keeping it an allowed us. <br /> Mayor Hosterman asked for comments regarding an art master plan. <br /> Ms. McGovem stated she supports an art master plan, but would like to keep natural <br /> areas. <br /> Mr. Thorne supports an art master plan. <br /> Mr. Sullivan supports an art master plan, and also supports the idea that wilderness area <br /> remains. <br /> Mr. Thorne asked if the Master Plan would return to the City Council at a later date. <br /> Mr. Fialho suggested that it be referred to as art elements, rather than an art master <br /> plan.
